About this file

This is Addendum 2 for a North Carolina Department of Administration Solicitation for Boiler Maintenance and Repair Services, issued on March 14, 2025, with a solicitation opening date of March 18, 2025. The addendum modifies the original solicitation by removing previous requirements for a General Contracting License and R-stamp certification. The document includes vendor questions and state responses related to the solicitation, covering details about preventative maintenance (PM) hours, inspection procedures, and invoicing expectations.

The solicitation involves boiler maintenance across four sites, with 200 projected hours for annual preventative maintenance and emergency repairs. Key clarifications include acceptance of two-week PM periods in spring and fall, confirmation that the 200 hours are for evaluation purposes, and specification that invoicing will occur only after emergency repairs and annually after PM completion. The state requires a basic combustion analysis to ensure efficient and safe gas burning, and may need vendor assistance with large fire tube boilers at specific locations like the State Crime Lab and Highway Patrol Training Center.

SOLCITATION ADDENDUM

1. The Solicitation is hereby modified as follows:

2. The following are questions received about the Solicitation and the State’s response to those questions:

Question # Vendor Question State’s Response 1 How does the city want the total hours used? We have a program that identifies annual predictive maintenance (PM) hours broken down by boiler make/model;

however, we want to ensure we are providing the exact service you need.

The hours and PM maintenance are separate. We need the cost for the yearly PMs and the hours are for emergency repairs.

Question # Vendor Question State’s Response 2 Manufacturer recommendations are annually for PM. Would we spend two weeks in the spring and fall to PM? Is this acceptable?

This would be acceptable.

3 The total hours projected for the year are 200hrs over four sites. Ideally, 1 week per site of PM and testing. Is that sufficient for your needs?

The 200 hrs are for evaluation purposes. We need a total cost for annual PMs

4 Do we need a contingency for any testing with the Labor Board?

We may need assistance with the big fire tube boilers at the State Crime Lab and Highway Patrol Training Center as far as opening them up before inspection and closing them after inspections. This could be treated as a service call.

5 Under 4.3, it states you want a monthly invoice versus a once-annual invoice. Is this correct?

I would only need invoices after emergency repairs and one invoice annually after all PMs are complete.

6 Please define “combustion analysis” performed annually for each listed boiler. To what extent or level do you need this?

Just a basic combustion analysis to make sure we are burning gas efficiently and safely
