About this file

This Addendum 2 to Invitation for Bids (IFB) 2526-02 issued by Isothermal Community College in Spindale, North Carolina addresses vendor questions regarding the Library Furniture and Installation Services procurement for the College's Library Renovation Project (Project No. 10370). The solicitation encompasses the procurement, delivery, and installation of over 200 furniture items across multiple categories, including study tables, seating, lounge furniture, collaborative furnishings, bookcases, storage solutions, mobile whiteboards, privacy pods, and desk systems from specified manufacturers including MooreCo, OFS, Sit-On-It, KI, Davis, BluDot, Leland, and others. The written questions deadline was March 17, 2026 at 2:00 PM ET, and bid submissions are due April 2, 2026 at 2:00 PM ET through the North Carolina eVP (Electronic Vendor Portal). Site visits are strongly recommended but not mandatory, and vendors should contact Chris Hollifield, Director of Facilities and Capital Projects at 828-460-9815 or chollifield@isothermal.edu to arrange access. The renovation is still in progress, with construction completion targeted for July 2026 and building turnover to the College scheduled for July 21, 2026. All spaces will be available for furniture installation simultaneously, and installation must occur during normal working hours (Monday-Thursday 8:00 AM-5:00 PM and Friday 8:00 AM-12:00 PM), with Saturday delivery accommodations available if necessary.

The pricing sheet provided in this addendum requires vendors to submit all bids on the updated form with separate line-item unit prices, extended prices, and itemized costs for installation labor and freight. Bidders may propose equivalent products from manufacturers not listed on an NC State contract, and items not available on a State Term Contract shall be priced as open market items; the absence of an NC State contract designation will not affect bid evaluation scoring. All proposed substitutions must be identified on the pricing sheet and detailed on an Exception Sheet, which vendors may format according to their own standards, with written confirmation of substitution acceptance provided only at the time of award. Pricing must remain firm for a minimum of sixty (60) days from the bid opening date. The College requires complete turnkey procurement and installation with all goods conforming to specifications, and no additional fees will be charged beyond the total lump sum bid price unless approved in writing. A loading dock is available for deliveries, though the dock area is tight and smaller trucks are recommended over 53-foot tractor trailers. The project facility contains only one floor with no elevator; the general contractor is responsible for building protection, and the dock will be exclusively reserved for this project during the delivery windows.

ADDENDUM 2

March 20, 2026

IFB 2526-02 – Library Furniture and Installation Services

THIS ADDENDUM SHALL BECOME PART OF THE IFB AND IS HEREBY INCORPORATED INTO THE

CONTRACT DOCUMENTS.

Addendum No. 2 Description: This Addendum addresses questions submitted by vendors and provides the College’s responses. The Price Sheet has been revised in accordance with Addendum No. 1 issued by

Clark-Nexsen and is included herein.

Questions submitted and responses listed below are as follows:

1. Several items in the specification package reference NC State contract numbers. However, two specified manufacturers (BluDot and Leland) do not carry an NC State contract designation in the specification sheets. Please confirm: (a) Is it the College's intent that BluDot and Leland items be procured and priced under standard open-market pricing rather than an NC State contract? (b) Are there any additional manufacturers in the spec package that are not on an NC State contract that bidders should be aware of? (c) Will the absence of an NC State contract number for certain line items affect bid evaluation scoring?

Response:

a) It is not the College’s intent to require products from BluDot and Leland specifically.

These manufacturers are referenced for specification purposes only. Bidders may propose equivalent products that meet or exceed the stated specifications. Items not available on a State Term Contract shall be priced as open market items.

b) The College is not aware of any additional manufacturers in the specification package that are not available on a State Term Contract. However, bidders are responsible for identifying and proposing equivalent manufacturers that meet the specifications, regardless of contract status.

c) No, the absence of an NC State Contract for certain line items will not affect bid evaluation scoring. All bids will be evaluated based on responsiveness to the specifications and overall cost, in accordance with the terms of the solicitation.

2. Section 4.0-A states that proposed substitutions must be identified in the "Manufacturer Bidding (If Different)" column on the Pricing Sheet and detailed on a formal Exception Sheet. Please clarify: (a) Is there a prescribed format for the Exception Sheet, or may vendors use their own format? (b) Must an Exception Sheet be submitted for every substitution, or only for items where the substitution deviates materially from the specification? (c) Will the College provide written confirmation of substitution acceptance prior to bid opening, or only at the time of award?

a) Vendors may use their own format.

b) An Exception Sheet must be submitted for each proposed substitution.

c) Only at the time of award.

3. Section 4.0-B states the bidder shall visit the project site and verify all field measurements where dimensions are critical prior to ordering, and that no additional compensation will be permitted due to failure to verify site conditions. Please confirm: (a) Is a pre-bid site visit required for a responsive submission, or is it strongly recommended but not mandatory? (b) How should vendors arrange access, through Heather Maples or another ICC contact? (c) Will the renovation construction be complete or still in progress at the time of site visits?

a) Strongly recommended but not mandatory

b) Vendors can arrange site visits with Chris Hollifield, Director of Facilities and Capital

Projects at the following information: Phone: 828-460-9815 or email:

chollifield@isothermal.edu

c) Yes, the renovation will still be in progress.

4. Section 4.0-D(2) specifies delivery only between 8:00 AM–5:00 PM Monday–Thursday and 8:00 AM–12:00 PM on Fridays. Please confirm: (a) Are these delivery windows applicable year-round including during ICC academic breaks? (b) Are there any blackout dates when delivery will not be permitted such as finals week, commencement, or summer session start dates? (c) If the installation schedule requires Saturday delivery to meet the project timeline, is any exception process available?

a) Yes

b) During the targeted window for delivery, the only blackout date would be July 3rd as it is a college holiday.

c) We can accommodate a Saturday delivery, if necessary.

5. The furniture plan (IF101) covers multiple rooms across what appears to be an active library renovation. Please confirm: (a) Will all spaces be available for furniture installation simultaneously, or will rooms be released in phases? (b) Is there a construction completion date mailto:chollifield@isothermal.edu after which the entire space will be available? (c) Who coordinates the furniture installation schedule with ICC and the renovation contractor — the furniture vendor directly, or through an Owner's Representative?

a) All rooms will be available for installation simultaneously.

b) Construction completion is currently targeted for July 2026.

c) The owner (college) will coordinate delivery and installation.

6. What is the timeline like for this installation and when is the anticipated completion date?

Response: The building is to be turned over to the Owner on July 21, 2026.

7. Will the floors be turned over at once or is there a preferred phasing schedule by floor?

Response: There is only 1 floor in this facility.

8. Is the installation to be done during “normal working hours” i.e., 9-5 Monday through Friday, or can we work after 5 and/or on weekends?

Response: Normal working hours, but we can accommodate a Saturday delivery, if necessary.

9. Is there exclusive use of the elevator if needed?

Response: There is no elevator in this Building.

10. Will there be a loading dock available?

Response: Yes.

11. Will the site accommodate a 53-foot tractor trailer?

Response: Possibly, however, the dock area is very tight. We believe a smaller truck would be a better option.

12. Will we be able to reserve dock time for direct deliveries?

Response: The dock is attached to the building and should only be used for this project.

13. Are there any time limits or restrictions?

Response: Please see response to question #4 regarding deliveries and restrictions.

14. What are the building protection requirements?

Response: The general contractor is responsible for building protection. You will coordinate any special needs with them.

15. Will furniture vendor be included in the project or OAC meetings if awarded the project?

Response: Not unless there are specific issues directly related to FF&E, if so we will include the furniture vendor.

16. Requesting that price hold be limited to 30 days.

Response: The College requires pricing to remain firm for a minimum of sixty (60) days from the bid opening date to allow sufficient time for evaluation and award.

The Price Sheet has been revised in accordance with Addendum No. 1 issued by ClarkNexsen.

Vendors MUST submit their bid pricing on the updated Price Sheet provided in this

Addendum No. 2.
