About this file

This is Addendum No. 2 to Invitation for Bid (IFB) No. 2139 issued by the Maryland Transit Administration (MTA) for Light Rail Car Wash Chemicals on August 12, 2026. The three-year contract requires bidders to supply chemicals formulated according to specified Safety Data Sheet (SDS) specifications, with six SDS sheets provided detailing chemical composition requirements. The addendum clarifies that multiple orders will be placed throughout the contract term at approximately 3-4 month intervals rather than a single annual order, and that all quantities listed on the bid form are exact and guaranteed amounts, not estimates. Bidders must include their contact information in Section 1 of submitted SDS sheets and must comply with the chemical percentage recipes, CAS numbers, OSHA Permissible Exposure Limits (PEL), and Threshold Limit Values (TLV) specified in Section 3 Composition of each SDS sheet.

The addendum specifies that each chemical delivery must be accompanied by SDS sheets and details proprietary formulation requirements for bidders, including surfactant blends for cleaning power and foam quality, enzyme blends for organic breakdown, and bacterial spore blends for microbial stability. Bidders must ensure their formulations include proper distilled water quantities (identified as CAS 7732-18-5) to maintain specified chemical percentages per gallon. The document emphasizes that no funding will be awarded for unquantified estimate amounts, requiring all contracted quantities to be exact and predetermined. A receipt acknowledgment section is included for bidders to sign and return acknowledging receipt of Addendum No. 1 to Solicitation 2139.

Safety Data Sheets – SDS Sheets

1) This is a reminder that if you are awarded the contract, each delivery must have an SDS sheets. Please see the attached (6) SDS Sheets on the Chemicals.

Instructions: Bidders can insert their contact information in Section 1 of the SDS sheets they submit.

The Chemical percentage recipes that LR requires for each line item of purchase are listed on each SDS sheet in Section 3 Composition.

• The CAS number ( Chemical Abstract Service Number ) is the universal specific sequence of digits assigned to the specific chemical substance by the American Chemical Society.

• The PEL ( Permissible Exposure Limits ) is the universal OSHA Legal Standard for exposure to that chemical over an 8 hour time frame.

• The TVL ( Threshold Limit Value ) is the guideline set by the American Conference of Government Industrial Hygienists for maximum airborne concentration to nearby workers.

• The Wt% is the total weight ( mass fraction) of the chemical to the total mass of the mixture.

• The Proprietary Surfactant Blend is the Bidders’ specific combination of anionic, non-ionic and or amphoteric surfactants ( soap) to balance cleaning power, foam quality and surface safety.

• The q.s. is the ( Quantity Sufficient ) of CAS 7732-18-5 ( Distilled Water ) to uphold the chemical percentages per unit, in this case, per gallon.

The Reclaim Digester recipe for that line item of purchase is listed on the Re-Claim Digester SDS sheet in Section 3 Composition.

• The Proprietary Enzyme Blend is the Bidders’ specific combination of enzymes to accelerate the breakdown of complex organics.

• The Proprietary Bacterial Spore Blend is the Bidders’ specific combination of bacterial spores to provide long-term microbial stability and resilience, ensuring continuous microbial activity that persist in the system, surviving harsh conditions and temperature fluctuations.

2) Question from a bidder:

a) Will there be one order per year or multiple orders throughout the contract year?

Answer: On the Notice to Proceed there will be multiple orders, generall in 3-4 month intervals through the three year term

b) Are the quantities listed on the bid form guaranteed or just estimates?

Answer: these are exact quantities. No funding will be awarded to the contract to support unquantified estimate amounts.

All other terms and conditions remain unchanged.

Sincerely, Cathy Parson

Procurement Officer
