About this file

This is Addendum No. 2 to a Request for Proposal issued by the Minnesota Department of Natural Resources, Division of Parks and Trails, for rock stabilization work along the Root River State Trail near Old Barn Resort. The project requires consulting firms to perform initial assessment, detailed surveys, hazard identification, and conceptual through final plans, estimates, and specifications for stabilization of an existing rock bluff located north of Heron Road between Preston and Lanesboro, Minnesota. The work is anticipated to involve both large and small-scale rock removal within the DNR's 100-foot right-of-way corridor. The original proposal due date remains January 29, 2026, at 2:00 P.M., with no changes to the event deadline. Vendors must acknowledge receipt of this addendum by submitting it with their proposal.

The addendum addresses five key questions and answers regarding proposal scope and project parameters. Consultants may propose to handle permits for Threatened and Endangered Species, Cultural Resources, and wetland waterbodies, though the DNR may elect to handle these tasks internally or through a separate consultant engagement depending on cost and staff availability. No soil boring or rock coring data from previous trail projects is available for reference. The DNR clarified that work must remain within its 100-foot right-of-way and that the rock concern was brought to Engineering's attention earlier in the year during an unrelated site visit with no previous documented concerns or temporary solutions implemented. No prior rock repairs have been completed in the project area, though routine maintenance clearing of fallen rock has occurred as part of standard trail upkeep.

ADDENDUM

Addendum No. 2 to Request for Proposal

FOR

Root River State Trail near Old Barn Resort - Rock Stabilization Event Due Date: January 29, 2026 Time: 2:00 P.M.

New Event Due Date: No Change

VENDORS: EVENT DUE DATE HAS NOT CHANGED.

SCOPE OF ADDENDUM

Questions and Answers:

1. Does the response of no permits needed, include all permits for Threatened and Endangered Species, Cultural resources, and wetland waterbodies in the project area or should this be included in the proposal?

Answer: Consultant may propose to perform those tasks if they provide those services; depending on the cost and staff availability the DNR may select to have consultant perform those costs; otherwise, the DNR will handle those tasks internally. Most of the time Parks & Trails will hire a consultant thru a separate RFP to perform those services if staff isn’t available to perform.

2. Does the DNR have soil boring/rock coring data available for the rock in the vicinity of the project area from previous trail projects or other projects that could be made available?

Answer: A search of the archive folders did not contain any soil boring or rock coring data.

3. Is the work expected to stay in the approx. 75’ DNR right of way?

Answer: The DNR has a 100’ ROW thru that corridor. Work cannot extend outside of the ROW without the DNR obtaining an easement.

4. Any background information on the project that could be shared, for example, has the rock been an ongoing concern, have temporary solutions been implemented, etc.?

Answer: This concern was brought to Engineering’s attention earlier this year during an unrelated site visit. There is no record of any previous concerns, and no temporary solutions have been implemented.

5. Have any past repairs been completed on the rock in the project area?

Answer: No rock repairs have been done in this area. Over the years, Parks & Trails staff may have cleared fallen rock off the shoulder or trail as part of routine maintenance just as they would for fallen trees or branches.

This addendum shall become part of the proposal.

This vendor shall acknowledge the addendum by submitting this form with their proposal.
