About this file
This is Addendum No. 2 issued by the Town of Orange Park, Florida on September 16, 2026, for the Blake Avenue Water Main Improvements – Phase 1 project. The addendum addresses five key clarifications submitted by prospective bidders prior to the September 14, 2026 question deadline. The Town clarified that the existing water main connection point on Plainfield Avenue is a 16-inch PVC DR-25 water main (not 14-inch as initially questioned) located at a minimum depth of 42 inches in the northbound travel lane. No additional information was provided regarding the 3-inch water main on Carrington Court. Pavement striping scope was clarified to be limited to restoring existing markings disturbed by construction. The ADA ramp bid item was revised from 1 square foot to 1 each, specifying one full ADA ramp with detectable warning at the northeast corner of Carrington Court and Blake Avenue intersection, conforming to Town standards shown on Sheet C-11 of the original plans. The referenced municipal sign in Bid Item 15, stating "Neighborhood Golf Carts Allowed on Local Streets," is located in the north right-of-way of Blake Avenue just west of Park Avenue/US-17 and may be removed and reinstalled in the same location using the same materials if suitable after removal. The bid due date remains unchanged at September 24, 2026 at 10:00 a.m.
All bidders are required to acknowledge receipt of Addendum No. 2 by signing and submitting an original copy with their proposals, with failure to acknowledge potentially subjecting bidders to disqualification. A revised specification document (00320 - Unit Prices for Adjustment) was included as an attachment to reflect the corrected 16-inch water main connection specification, and contractors must submit unit pricing for adjustment based on the revised form. The addendum clarifies that written questions received after 4:00 p.m. on September 14, 2026 would not receive responses.

ADDENDUM #2
Date: September 16, 2026
To: Prospective Bidders
From: Town of Orange Park
Subject: BID – BLAKE AVENUE WATER MAIN IMPROVEMENTS – PHASE 1:
ADDENDUM NO. 2
This Addendum #2 is issued for additional information for the above referenced bid and forms part of the Contract
Documents for the Reed Street Roadway & Utility Improvements Project. Each bidder will ascertain before submitting a proposal that they have received all Addenda. Please include an original copy of this signed Addendum with your proposal. FAILURE TO ACKNOWLEDGE RECEIPT OF ADDENDUM MAY SUBJECT BIDDER TO
DISQUALIFICATION.
The following questions from prospective bidders have been submitted as of 4:00 PM local time on September 14, 2026, with responses shown below. Any questions received after that time have not been included and will not receive responses.
1. What Type / Class of Pipe is the Existing 14" Water Main on Plainfield Ave.?
Correction: Based on 2017 as-built drawings of the water main on Plainfield Avenue, the point of connection is expected to be a 16-inch PVC DR-25 water main centered in the northbound travel lane of
Plainfield Avenue at a minimum depth of 42”. The below detail is for information only and is excerpted from the construction plans for the Plainfield Avenue water main.
A revised specification Section 00320 UNIT PRICES FOR ADJUSTMENT/SCHEDULE OF VALUES is included with this Addendum with Item 21 modified to reflect the 16” connection. Contractors shall submit unit pricing for adjustment based on the revised form.
2. What Type / Class of Pipe is the Existing 3" Water Main on Carrington Court?
There was no additional information available regarding the 3” water main on Carrington Court.
3. Pavement striping: Striping is referenced in the specifications and General Note 29 on C-2; however, we could not find any striping layout, details, limits, or quantities on the plans. Please identify the required striping scope and confirm whether it is limited to restoring existing markings disturbed by construction.
Striping is assumed to be limited to restoring existing markings disturbed by construction.
4. Detectable warning / ADA ramp: Bid Item 14 lists “Detectible Warning ADA Ramp” as 1 SF. Please confirm the intended quantity, unit, and location, and whether this item includes only the detectable warning surface or the complete concrete ramp.
The Unit Price form has been revised to reflect the accurate unit of EACH. One (1) full ADA ramp with detectable warning will be required where sidewalk replacement is shown at the NE corner of the intersection of Carrington Court and Blake Avenue. The replacement shall conform to the Town of Orange
Park’s standard detail shown on Sheet C-11 of the original bid document plans.
5. Existing municipal sign: We could not locate the sign referenced in Bid Item 15 on the drawings. Please identify its existing and required reinstallation locations and provide its size and mounting/foundation details.
The existing sign is located in the north right-of-way of Blake Avenue, just west of Park Avenue/US-17. It is the Town of Orange Park’s standard pole-mounted configuration. The sign may be removed and replaced in the same location after construction, using the same materials, if suitable after removal. The sign states
“Neighborhood Golf Carts Allowed on Local Streets”.
