About this file

This is Addendum No. 1, issued by the Town of Orange Park, Florida on September 3, 2026, for the Blake Avenue Water Main Improvements - Phase 1 project. The addendum clarifies key project parameters and bidder requirements for prospective contractors submitting sealed bids due September 24, 2026 at 10:00 a.m. The project scope encompasses approximately 532 linear feet of new 8-inch DR-18 PVC water main with associated 6-inch PVC sections, fire hydrant assemblies, water service connections, removal and abandonment of existing water mains, and street restoration including asphalt pavement replacement (613 square yards), concrete sidewalk replacement (22 square yards), and curb replacement (24 linear feet). No pre-bid meeting or formal site visit will be conducted. Written questions from prospective bidders are accepted until 4:00 p.m. on September 14, 2026, directed to Engineer of Record Donald J. Sheldon, Jr. Bidders must acknowledge receipt of this addendum and include a signed original copy with their proposal, with failure to do so potentially resulting in disqualification.

The Town of Orange Park will not release the Engineer's Opinion of Probable Construction Cost to prospective bidders; however, a geotechnical report has been made available through the Town's procurement system. The basis of bid for Phase 1 specifies open-cut methodology for water mains, with means and methods for water service installation at the contractor's discretion. No preferred bidder list or vendor registration is required prior to bid submission. Bids must remain open for 90 calendar days following opening, with performance and payment bonds covering total project cost required from surety companies meeting Florida Statute 255.05 requirements. Liquidated damages are assessed at $250 per day for failure to achieve substantial completion within 120 calendar days and $100 per day for failure to achieve final completion within 150 calendar days from the Notice to Proceed, anticipated for October 2026.
