About this file
This is Addendum No. 1 to an unsealed bid solicitation issued by the Virginia Community College System (VCCS) Procurement Office on behalf of Northern Virginia Community College (NVCC) for vehicle and equipment wrap fabrication, removal, and installation services. The solicitation (Reference 127168, Commodity 80158) seeks a qualified contractor to furnish, remove, and install vinyl wraps on NVCC vehicles and fleet equipment. The bid due date is September 10, 2026, at 2:00 PM. The addendum provides critical clarifications addressing 20 questions from prospective bidders regarding installation logistics, contractor qualifications, scope requirements, and project deliverables. Key clarifications include confirmation that contractors may use mobile installation teams, installation sites must be within a 45-mile radius of the NVCC campus, and all bids will be considered with priority given to registered small businesses in eVA. The contractor is responsible for complete vehicle and equipment preparation including washing, vinyl removal of existing wraps, and installation of new designs, with NVCC providing transportation of vehicles to and from the contractor's facility. The project involves a complete redesign installation (not a refresh) with photographic documentation of current conditions provided by NVCC.
Pricing terms allow vendors to submit itemized cost proposals detailing fabrication, installation labor, and removal costs, with unit prices per lot including wrap delivery to site. NVCC will provide Virginia Sales and Use Tax Exemption certification (Form ST-12) to the winning contractor. The contract is designated as a one-time purchase with no warranty repair work included; post-award repairs for collision damage or vandalism are subject to a separate labor rate schedule. NVCC will designate an on-site point of contact responsible for inspecting completed vehicles within 24-48 hours of notification to ensure compliance with the 30-day completion timeline. Turnaround time for NVCC review and approval of digital proofs and color swatches is a minimum of three business days. A signed acknowledgment of the addendum must be submitted in eVA attached to the bid submission, and this signature is mandatory.
