About this file

This is Addendum No. 2 to an Invitation for Price Quote (IFPQ) issued by the California Department of Transportation (Caltrans) for window replacement services in San Bernardino County. The project involves the removal and legal disposal of 19 existing windows and the furnishing and installation of 19 new dual-paned retrofit windows at the Caltrans Equipment Headquarters Office Building located at 320 S Sierra Way. The scope includes removal of existing windows and hardware, installation of new Milgard Model A250 Thermal Break Windows (or Caltrans-approved equivalent), replacement of approximately 330 linear feet of exterior aluminum trim in Duranodic Bronze finish, installation of polyurethane sealant, and restoration of interior finishes including drywall, paint, and trim. All windows must meet Title 24 energy standards and include T24 glass packages, dual-pane tempered glass, Low-E coating, argon gas fill, and a minimum 10-year warranty. The mandatory site inspection was held on March 10, 2026, with a written question submittal deadline of March 11, 2026. The original proposal due date of March 18, 2026, has been extended to 3:00 p.m. on April 3, 2026, with a proposed award date estimate of April 10, 2026. The addendum updates the Price Quote Proposal (Attachment 1) and revises Exhibit A, Section 6 to clarify window specifications, locations, types, and sizes for all 19 windows scheduled for replacement.

The pricing structure utilizes line items for removal and installation of windows by size and type, with an hourly rate of $16 per hour for unforeseen and unanticipated work, plus a maximum allowable expenditure for parts, materials, supplies, fees, and permits equal to 10 percent of the actual subtotal amount reimbursed based on submitted original receipts. The procurement is restricted to certified Small Businesses (SB), including Minority-Owned Businesses (MB), Small Business-Public Works (SB-PW) contractors, or Disabled Veteran Business Enterprises (DVBE). The addendum clarifies contractor responsibilities for permit acquisition from San Bernardino County, de-energizing and re-routing electrical conduits, coordination with the Caltrans Contract Manager, protection of windows during installation, final cleaning and inspection, and management of discovered hazardous materials including asbestos and lead-based paint, with work suspension and immediate notification required if such materials are encountered. Contractor shall use the back of Building A for temporary equipment and material storage, with responsibility for securing all materials and equipment.

The following represents questions submitted for this IFPQ and the Department’s responses:

Question 1: What operation do you want the windows? (i.e sliding with center stationary, casements with center stationary? As currently there is a mixture of both)

Answer 1: Please reference the revision 6.I. above.

Question 2: The large 80 x 92 window that has a divider bar currently, how do you want this quoted?

This is typically a sliding door size, not a single window size. Can we use storefront metal and keep stationary for this opening or does this need to be a retrofit window?

Answer 2: Please reference the revision 6.I. above.

Question 3: What type of obscure glass?

Answer 3: Please reference the revision 6.I. above.

Question 4: Is there a specific callout for the type of Low E required or will any that meet title 24 be ok?

Answer 4: Any that meet title 24.

Question 5: Currently, some glass is clear and some is grey. How should we quote this? Will you be going with all 1 color or a mixture?

Answer 5: One color, clear with a light tint. Please reference the revision 6.K. above.

Question 6: Do you want to keep the hopper window as a hopper or change the operation to a slider?

Answer 6: Please reference the revision 6. above.

Question 7: Do we need to add tint to any of the windows? Currently, some of the windows have tint.

Answer 7: Please reference the revision 6.K. above

Question 8: Certain windows observed at the site extend floor-to-ceiling and cannot accommodate a retrofit insert without full removal of the existing aluminum frame assembly. Will Caltrans accept full commercial frame application in lieu of retrofit for floor-to-ceiling window locations?

Answer 8: Yes.

Question 9: Per Milgard, the specified A250 window is not made in a retrofit application. Our options are to custom fabricate each window with a retrofit application or to provide a different product with an already included retrofit application. Will Caltrans accept a 1) different manufacturer that produces the same bronze aluminum thermally broken frame to the specifications requested in a retrofit application or 2) custom fabricated window made to the same technical specification?

“Provide a safe, sustainable, integrated and efficient transportation system to enhance California’s economy and livability”

Answer 9: Caltrans will accept custom-fabricated windows made to the same technical specification.

Question 10: Workspace Partition Modification and Electrical Conduit at Floor-to-Ceiling Window Locations. At floor-to-ceiling window locations, an interior workspace partition is attached to the existing window frame, and an electrical conduit runs through the frame and into the partition. Full frame removal (RFI-001) requires shortening the partition and re-routing the conduit through the building wall instead of the window frame, followed by finish restoration of the exposed partition end.

a. Will Caltrans authorize Contractor to shorten the affected partition as needed, with proper finish restoration upon completion to properly remove floor-to-ceiling windows?

b. Who is responsible for de-energizing and re-routing electrical conduit running through floor-to-ceiling window frame — Contractor or Caltrans?

c. Is this additional scope compensable under the unforeseen labor provisions of Exhibit A, Section 14 / Line Item 3 or should it be estimated as project costs in our proposal?

Answer 10a.: Yes

Answer 10b.: Contractor

Answer 10c.: It would fall under Sections 13 and 14 in Exhibit A.

Question 11: Exterior Aluminum Trim Color – Match to Existing Required?

a. Must the new exterior aluminum trim (~330 LF) match the existing building aluminum color/finish?

b. If yes, please provide the required color designation or standard (e.g., Duranodic Bronze, painted color code) so Bidder can price accordingly.

Answer 11a.: Yes.

Answer 11b.: Please reference the revision 6.M. above.

Question 12: If deteriorated or rotted framing is found during removal that prevents safe retrofitting, is frame repair/replacement the Contractor's or Caltrans' responsibility?

a. If Contractor's responsibility, is this compensable as unforeseen labor under Exhibit A, Section 14 / Line Item 3 with prior written approval?

b. Has any prior frame condition assessment been performed? If so, please provide results to bidders.

Answer 12: Contractor shall replace it.

Answer 12a.: This would be unforeseen, as we do not know.

Answer 12b.: No assessment has been performed.

Question 13: Is removal and disposal of existing interior window coverings (blinds, shades, hardware) included in Line Item 1?

a. If Caltrans wishes to retain any coverings, please identify those locations and provide disposition instructions.

Answer 13: Please reference the revision 6.H. above.

Answer 13a.: Please reference the revision 6.H. above.

Question 14: Will area(s) be available at 320 S Sierra Way for Contractor's temporary equipment and material storage? Are there any restrictions (covered/uncovered, proximity to building, security requirements) to be aware of? Exhibit A, Section 10 states no area is available for Contractor's exclusive use and directs Contractor to arrange storage with the Contract Manager. Bidder needs this information prior to bid submission to plan delivery logistics and price material handling.

“Provide a safe, sustainable, integrated and efficient transportation system to enhance California’s economy and livability”

Answer 14: *Contractor may use back of building A. Pictures of area have been attached to this addendum as Contractors Parking Temp Storage Uncovered. *Contractors shall be responsible for securing their equipment and materials; covered ensuring security of their equipment and materials.

Question 15: May Contractor use Equipment Lot 8 for vehicle parking, material deliveries, and equipment access during the work?

Answer 15: Please reference answer to question 14 above.

Question 16: Will the Administration Building remain occupied during window replacement work?

a. If yes, are there specific areas or workstations requiring advance notice or phased scheduling?

b. Will Caltrans designate an on-site point of contact for daily coordination with building occupants?

Answer 16: No.

Answer 16a.: N/A

Answer 16b.: Caltrans Contractor Manager or designated delegates Shop Supervisors: Contractor will be provided with a contact list at pre-start of work meeting.

Question 17: Does Caltrans have any knowledge of lead-based paint, asbestos-containing-materials, or other hazardous materials at or adjacent to the existing window frames? Please provide any available inspection or testing reports if available.

Answer 17: There is no knowledge, inspection, or testing reports.

Question 18: Has a certified hazardous materials assessment been completed for the window locations at 320 S Sierra Way? Bidder cannot accurately price this work without knowing whether a certified lead and asbestos assessment exists for this facility. Disturbance of lead paint and ACMs without prior testing is regulated under Cal/OSHA Title 8, CCR §§1532.1 and 1529.

a. If yes, please provide the report to all bidders.

b. If no assessment has been completed, will one be provided prior to the March 18, 2026 bid deadline?

Answer 18: No assessment.

Answer 18a.: There is no assessment to provide.

Answer 18b.: Please reference the revision Section 20. above

Question 19: Has Caltrans already acquired a building permit from San Bernardino County for the work to be completed?

Answer 19: No. Contractor shall obtain building permits. Please reference IFPQ, Attachment 3, Exhibit A, Item 13 and Bid Proposal, Line Item 9.

Question 20: Will a City of San Bernardino building inspector sign-off be required in addition to Caltrans Contract Manager acceptance?

a. If yes, is the Contractor responsible for scheduling City inspections?

Answer 20: Please reference the revision 6.A. above.

Answer 20a.: Please reference the revision 6.A. above.

All other terms and conditions set forth in the IFPQ remain in full force and effect.

Sincerely, John Leyva, Contract Analyst
