About this file
This document is Addendum 2 for a bid (B7-25-12) issued by Brevard County Purchasing Services for the South Central Viera I-95 Reuse Transmission – 16 Inch project. The bid opening date has been changed to Thursday, January 16, 2025, at 10:00 AM. The addendum addresses 14 questions from potential bidders regarding various technical specifications, including steel casing sizes, road closure restrictions, work within an eagle nest buffer zone, and connection details for existing water mains. The project involves installing a 16-inch reuse water transmission line, with potential flexibility in the Notice to Proceed (NTP) date and calendar day requirements to be coordinated during the pre-construction meeting.
The Engineer's estimate for the project is $2,466,834.88. The addendum clarifies that products must be produced domestically, as stated in the Approved Manufacturer's List in the Technical Specifications. Road closures on Viera Boulevard will be limited to single lane closures from 8 pm to 6 am. There are no known contaminated areas within the project site. The contractor has the option to add "permitting & monitoring" for work within the eagle nest buffer zone, with the understanding that the construction schedule might start in May due to contract processing time and equipment lead times. The project involves connections to existing water mains of various materials (PVC and DIP) with provisions for isolation using existing gate valves.

ADDENDUM 2
TO ALL PROSPECTIVE BIDDERS
This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid.
Please acknowledge receipt of Addendum 2 in space provided on Price Sheet. Bidders are requested to acknowledge receipt of this addendum with their bid.
CLARIFICATION TO QUESTIONS RECEIVED:
Question 1: What is the Engineers estimate for bond purposes?
Answer 1: The Engineers estimate is $2,466,834.88.
Question 2: Would it be possible to obtain the bid form in Excel version?
Answer 2: We do not provide the bid documents in excel format.
Question 3: For the jack and bore casings, the plans call for 26” but the bid tab calls out 30”, can they be 30” steel casings as it is standard? The plan proposed 26” casings would be special/custom ordered and considerably more expensive and difficult to obtain.
Answer 3: The steel casing for the jack and bore shall be 30” as stated in the bid form. Sheet 8 of the plan set has been revised to indicate a 30” steel casing.
Question 4: Are there any road closure restrictions for the crossing of Viera Blvd West of Stadium Parkway?
Answer 4: Any road closure on Viera Blvd. will be limited to single lane closures from 8 pm to 6 am.
Question 5: There is a considerable amount of work within the 660 ft buffer zone for the Eagles Nest, the restricted timeframe (Oct-May) may delay the project. Is it preferred to wait until May to complete or should we add “permitting & monitoring” to the bid so the work can be completed in a timely manner?
Answer 5: The construction schedule could possibly start until May due to processing time of the contract, incorporating lead times for equipment, shop drawing approval, and coordinating schedules. It is the option of the contractor to add “permitting & monitoring” of the eagle nest into their bid if desiring to work within the restricted timeframe. No new pay item will be added.
Question 6: Also with #5, is the NTP date flexible along with the proposed calendar days requirement?
Answer 6: The NTP and proposed calendar day requirement may be flexible and will be coordinated during the pre-construction meeting.
Question 7: For the bore pits located on FDOT ROW, will barrier wall be required on I-95?
Answer 7: The project went through an FDOT Utility Permit review and barrier wall was not stipulated as requirement. The use of barrier wall will be contractor’s choice of means and methods.
Question 8: Please advise whether or not this project has any domestic material requirements, such as the American Iron and Steel (AIS) or Build America, Buy America (BABA) provisions.
Answer 8: As stated in Appendix A - Approved Manufacturer’s List in the Technical Specifications, products must be produced domestically.
Question 9: Drawing 6 shows a connection to an existing 16” Reuse Water Main. Please provide information on the type of materials of the existing 16” RWM. Please also clarify whether the County will shut down the existing water main to facilitate the connection or if line stops will be required. If line stops are necessary, please provide information and details on the number of line stops, any required bypass piping, existing pipe restraint requirements, and any other relevant information.
Answer 9: The existing 16” reuse water main on sheet 6 is PVC. There are two existing 16” gate valves at a TEE that can be used to isolate the connection point on sheet 6. The TEE and gate valves are on the south side of Viera Blvd. Line stops or bypass piping are not anticipated to connect to the existing 16” PVC pipe because the existing gate valves can be used to isolate the active reuse main. Any outage time or isolation shall be coordinated with Brevard County Utility Services Department.
Question 10: Drawing 9 shows a connection to an existing 16” DIP Reuse Water Main. Please also clarify whether the County will shut down the existing water main to facilitate the connection or if line stops will be required. If line stops are necessary, please provide information and details on the number of line stops, any required bypass piping, existing pipe restraint requirements, and any other relevant information.
Answer 10: The 16” DIP reuse water main on sheet 9 and sheet 10 is not active. It is a dry line that is capped on both ends and was installed by the County ahead of this project. Line stops or bypass piping are not required to connect to the 16” DIP reuse between Station 42+93 and 45+70.
Question 11: Drawing 10 shows a connection to an existing 12” DIP Reuse Water Main. Please also clarify whether the County will shut down the existing water main to facilitate the connection or if line stops will be required. If line stops are necessary, please provide information and details on the number of line stops, any required bypass piping, existing pipe restraint requirements, and any other relevant information.
Answer 11: There is an existing 12” gate valve at the connection point on sheet 10. Line stops or bypass piping are not anticipated to connect to the existing 12” PVC pipe because the existing gate valve can be used to isolate the active reuse main.
Question 12: Bid Form, Bid Item No. 9 indicates “30” Steel Casing , Bore and Jack”. However, the drawings shows call outs indicating “26” Steel Casing” for all jack and bores. Please advise.
Answer 12: Please see the response to question 3.
Question 13: Please advise whether or not there are any known contaminated areas within the project site.
Answer 13: There are no known contaminated areas within the project site.
Question 14: Please advise what is the anticipated NTP timeframe.
Answer 14: Please see the response to question 6.
Please note (per Addendum 1 posted December 27, 2024) that the bid opening date has changed to Thursday, January 16, 2025 @ 10:00 AM.
Please find revised copy of page 8 located in the bid plan set attached.
All other terms and conditions remain unchanged.
Sincerely, Sherry Collett Purchasing Supervisor
