About this file

This document is Addendum #2 to Invitation to Bid (ITB) No. 25230-ITB-DST for Armored Car Services issued by Hillsborough County Public Schools (HCPS) in Tampa, Florida. The addendum provides detailed responses to 23 questions from potential bidders regarding the solicitation, clarifying service expectations, current provider details, and operational specifics. The current contract with Mid Florida Armored & ATM Services, Inc. was initially awarded from August 11, 2020, to August 10, 2021, with four 1-year renewal options, and this new solicitation seeks to establish a new armored car services contract.

The addendum reveals key operational details, including that the service will cover principal and cafeteria locations across district schools, with current banking partner Wells Fargo Bank. Cash handling processes involve school bookkeepers or secretaries managing deposits, with pickup schedules varying between summer (on-request) and school year (scheduled). The district is open to a potential 3-year contract with three 1-year renewals, depending on vendor proposals. Notably, the current cash handling process involves multiple departments, and the pickup service is expected to cover approximately 100% of school locations, with flexibility in service days based on school cash flow and type of educational institution.

Question & Answers

1. Who is your current provider, and please provide current pricing? MidFlorida - $15.66

2. Does your current provider service 100% of your footprint? Yes

3. If there are locations not currently being serviced, what is the current cash handling process? During the summer, school will schedule the pickup, with the exception to some adult centers and others that have a pick schedule every week. However, during the school year, all schools will be serviced.

4. Are you flexible on days of service for all school locations? This can be discussed depending on school cash flow, personal availability, type of school, elementary, middle, and high school, etc.

5. Are there any specific requirements for accessing the school locations? In general requirements would be standard with the exception of a few locations.

6. What is your current on-premises time? Summer months - pick up usually per request, with the exception to adult centers, during fall, winter, and spring, pick up would be according to a schedule (working with the carrier company on that, however, pick up will take place during school hours.)

7. Who are your current banking partners? Wells Fargo Bank.

8. Can you please describe the current cash handling process beginning from the point of sale? The school (bookkeeper or secretary) will handle the deposit money, log will be signed, company will drop off the money at the bank.

9. If there are locations not currently being serviced, what is the current cash handling process? What are ̀ s concerns in regard to the current cash handling process? Pickup should be based on the schedule and continuous communication if something comes up or an issue arises, so we can resolve it as quickly as possible.

10. What are the initiatives the company is focusing on currently? More information needed - what do you mean by company initiatives?

11. Within the next 5 years? How is your current cash handling process impacting those initiatives?

Again, you need to be more specific on that.

12. How long does it currently take from the point of sale for your cash to become working capital? It depends on the school`s balance. If a school doesn`t have much money in their account so any money deposited would be used right away vs. if the school has some balances, then putting that deposit to become working capital wouldn`t be as urgent.

13. Do your schools need change orders? If yes, what is the average per week per school? Are you currently using smart safes? No.

14. Do you use depository safes only, or do you also use change order dispensing units? Yes

15. Please provide your current cash volumes per month per school. Do you utilize any other armored courier providers? If so, when do those current contracts expire? The contract will expire this year.

16. Please share a projected start date on each location provided in the ITB. Please take a look at the answer above, summertime vs. school year.

17. What are your estimated labor hours per week on cash counting and reconciliation? It will be hard to identify these labor hours since this type of work involves multiple departments.

18. What are your concerns in regard to the current cash handling process? Always with pick up, HCPS expects the pick up will take place accordingly.

19. Is the service going to be for the principal and the cafeteria? Yes.

20. Are principal and cafeteria locations handled with different bank accounts? Yes.

21. Are there any specific requirements to access to the principal and cafeteria? it depends on the school; overall, it shouldn`t be much of a requirement, however, on some locations, arrangements and access must be made.

22. What percentage of the footprint is not serviced? Again, please refer to the above answer.

23. Would you agree to have a 3-year term with 3 1-year renewals? It will depend on other vendors.

This Addendum shall be construed and governed by the laws of the State of Florida.

Sincerely, Rebecca Baez, Procurement Officer
