About this file

This document is Addendum No. 2 for a Request for Proposal (RFP) issued by the Florida Department of Transportation (FDOT) for Outreach and Public Awareness services for District Seven's Office of Safety, with the RFP number DOT-RFP-25-7026-LV. The addendum, dated March 7, 2025, modifies the original RFP by updating the staffing descriptions for four key positions: Videographer, Digital Media/Video Editor, Still Photography/Photographer, and Graphic Artist. Each position's duties have been refined to clarify specific responsibilities related to visual asset creation, including setting up A/V equipment, producing videos, editing footage, capturing photographs, and designing collateral materials. The proposal opening date is set for May 15, 2025.

The addendum includes a technical questions and answers section addressing potential ambiguities in the original job descriptions. In response to a proposer's inquiry about price ranges and rate controls, FDOT's District Seven explicitly declined to add minimum and maximum hourly rate ranges or language allowing them to reject proposals with irregular pricing. Proposers are required to acknowledge receipt of this addendum by completing and returning a form to the Procurement Office by the proposal opening date, with failure to do so potentially resulting in disqualification. The document maintains the original RFP's requirements for proposal submission and emphasizes the importance of carefully reviewing and responding to the addendum's modifications.

FLORIDA DEPARTMENT OF TRANSPORTATION

ADDENDUM NO. 2 DATE: March 7, 2025

RE: RFP #: DOT-RFP-25-7026-LV

RFP TITLE: Outreach and Public Awareness for District Seven Office of Safety

OPENING DATE: May 15, 2025

Notice is hereby given of the following changes to the above-referenced RFP:

1. CHANGE: EXHIBIT “C”, PRICE PROPOSAL

See attachment

2. CHANGE: EXHIBIT “A”, SCOPE OF SERVICES, SECTION IV, PROJECT

REQUIREMENTS AND PROVISIONS FOR WORK, LETTER B, STAFFING.

Staff Position Description of Duties

Videographer Sets up and operates audio/visual (A/V) equipment/technology for live, hybrid or virtual meetings and events, produces videos and multi-media presentations, oversees video production, troubleshoots technical issues.

Digital Media/Video Editor Assembling raw footage into a polished video product, collaborating with the Department and team to understand project requirements and objectives, optimizing videos for different platforms or formats as needed.

Still Photography /

Photographer

Capture high-quality still images that accurately reflect the intended theme and message, archive and manage digital assets using appropriate software and hardware, collaborate with the Department and team to conceptualize and execute photo shoots, edit and retouch photos to achieve the desired look and feel.

Graphic Artist Designs collateral materials; creates templates and newsletter layouts and project information fliers; develops project logo and branding materials; develops graphics, charts, graphs, maps as needed; and performs other duties relevant to the position.

3. TECHNICAL QUESTIONS AND ANSWERS:

Question 1: In the description of duties for the Videographer, Digital Media/Video Editor, Still Photography/Photographer, and Graphic Artist positions, they all currently use "Responsible for creation of visual assets for both print and digital to support the program." Is this the intent? For example, are videographers also responsible for print materials? Or will these positions have amended descriptions.

Answer: Please see the changes above in the description of duties.

Question 2: For the price proposal, can FDOT provide a range of minimum and maximum hourly rates for each labor category to ensure price gamification does not occur? As an example, DOT-RFP-24-5001-PC used a range of allowable hourly rates by position classification; the rate range table is on page 28 of the PDF for DOT-RFP-24-5001-PC's.

Alternatively, could FDOT add language to the price score that allows the department to reject and/or enter discussions with any proposer who has submitted what appears to be unreasonable, un-balanced, or otherwise irregular rates?

Answer: District Seven will not be adding price ranges for each staff position for this solicitation.

Furthermore, District Seven will not add language to the price scoring section of the advertisement as requested.

Proposers must acknowledge receipt of this Addendum by completing and returning to the

Procurement Office, by no later than the time and date of the proposal opening. Failure to do so may subject the proposer to disqualification.
