About this file
This document is Addendum 2 for the Brevard County Purchasing Services bid opportunity for the Demolition & Installation of 3 Pavilions at Sand Point Park (Bid Number B-4-25-16). The addendum, dated December 6, 2024, provides clarifications to eight questions submitted by potential bidders regarding the project. Key details include a project budget of $200,000, confirmation that roofing materials and underlayment will be provided by the county, and specifications about perimeter fencing (approximately 150 feet of orange construction fencing will be used). The bid opening date remains Thursday, December 12, 2024, at 9:00 AM, with no changes to other terms and conditions.
The addendum includes detailed information about bid security requirements, specifically that bidders must provide a bid security bond or cashier's/certified check for 5% of the proposed amount. The previous bid for Sand Point Park pavilions (Bid B-4-23-58) is referenced, which was awarded to The Watauga Company for $77,540.00 in August 2023 for six pavilions. Bidders are instructed to submit a bid bond using the provided form, with specific guidelines about acceptable submission methods, including provisions for electronic and hard copy submissions. Special instructions for the awarded vendor include providing a certificate of insurance, performance and payment bonds, current W9, and E-Verify Memorandum of Understanding.

ADDENDUM 2
TO ALL PROSPECTIVE BIDDERS
This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 2 in space provided on Price Sheet. Bidders are requested to acknowledge receipt of this addendum with their bid.
CLARIFICATION TO QUESTIONS RECEIVED:
Question 1: What is the Budget for this project?
Answer: Budget for the project is $200,000.
Question 2: Is perimeter Fencing required? If so, how many linear feet?
Answer: Perimeter Fencing is not required; orange construction fencing would be sufficient. We estimate about 150ft of orange construction fencing.
Question 3: Marina Park Pavilions have a metal deck over the wood decking roof; are these materials also included within the material package that Brevard County is going to provide?
Answer: Yes, roofing material will be provided.
Question 4: Plans don’t call for any specific waterproofing system as “underlayment”. Could you provide which system we need to consider in our bid? (Just “Tyvek”?)
Answer: Roof underlayment comes with the structure.
Question 5: It was mentioned on the pre-bid meeting that cut to waste dirt will be re-used by the Park Administration, do you want to gather and pile it up in one single “TBD area” or do prefer to leave it nearby each pavilion?
Answer: A pile by each pavilion is preferred.
Question 6: Could you confirm that as the Marina Park Pavilions these ones are not receiving any stain or paint finishes?
Answer: Correct. They are pre-sealed.
Question 7: How is bid bond submitted?
Answer: Please refer to the Introduction and Submittal section of the Invitation to Bid, Item 7, page 12:
“BID SECURITY BOND
a. Bid Security shall be in the form of either (1) a cashier’s check or certified check made payable to the BREVARD COUNTY BOARD OF COUNTY COMMISSIONERS, (2) a Bid Security Bond as described in the enclosed document, in the amount not less than five percent (5%) of the proposed amount. If submitting a Bid Bond, vendor MUST utilize the form provided in the bid package. Any alternative bid form will deem vendor as non-responsive. Any submitted certified check or cashier’s check shall be drawn on a solvent bank or trust company approved by the COUNTY, made payable to BREVARD COUNTY BOARD OF COUNTY COMMISSIONERS. If submitting electronically and utilizing a certified check or cashier’s check in lieu of bid bond, hard copy of the check must still be received in the Purchasing Office by the due date per the terms above. Personal checks or company checks will not be accepted. The Bid Security Bond shall be issued by a surety company duly authorized by the Florida Department of Insurance to conduct business in Florida and otherwise acceptable to the COUNTY.
b. Bid security in the amount of five percent (5%) of the proposed amount, which is to become the property of the County in the event the contract is not executed, as liquidated damages for the delay and additional work caused the County.
c. If the Bidder is a partnership, the Bond shall be signed by each of the individuals who are partners; if a corporation, the Bond shall be signed in the correct corporate name by a duly authorized officer, agent, attorney-in-fact. The Bid Security Bond shall be issued or countersigned by a local procuring agent who is a resident of the State of Florida. Satisfactory evidence of the execution authority of the person or persons executing the Bid Security Bond shall be submitted with the Bond. The Bid Bond shall be executed by the Bidder as principal.
d. The Bid Security is given as a guarantee that the Bidder will enter into a Contract and provide all required documents, as requested, if awarded the Scope of Services. Failure or refusal of the successful BIDDER to execute the Contract within ten (10) days after the Bidder has received Notice of Award of the Contract or furnish the required insurance certificates will result in Successful Bidder forfeiting the full amount of the Bid Security and the County retaining the Bid Security not as a penalty, but as liquidated damages.”
Question 8: Is the prior Sand Point Park pavilion bid award available?
Answer: Yes. See the Notice of Award attached below. Please keep in mind, the prior bid was for a different size and number of pavilions. This information can also be accessed on VendorLink under the bid number B-4-23-58.
Please note that the bid opening date and time remains Thursday, December 12, 2024 @ 9:00 AM.
