About this file

This document is Addendum 2 for a Request for Qualifications (RFQ-8-25-07) issued by Brevard County Purchasing Services in Florida, pertaining to Professional Engineering Continuing Consultant Services for Stormwater Master Planning & Analysis and Pollution and Flood Reduction Design Projects. The addendum provides clarifications and responses to 19 questions from potential consultants, modifies key submission dates, and updates procedural details. Specifically, the deadline for final questions has been changed to Tuesday, January 21, 2025 at 5:00 pm, and the proposal opening date has been moved to Friday, January 31, 2025 at 10:00 am. The RFQ seeks consulting services for two potential service areas: Stormwater Improvement Projects and Master Planning & Analysis, with one contract anticipated to be awarded.

The addendum provides critical guidance for submission requirements, including font specifications (non-serif, size 12), page limits, and reference expectations. Consultants can submit for one or both service areas, with three to six references per service required. Subconsultants are permitted to participate on multiple teams, and Brevard County projects can be used in the Related Experience and References sections. The Selection Committee will determine the number of consultants to be selected, and while a corporate officer certificate is required, the county allows flexibility in completing the form if full details are not yet available. The RFQ emphasizes compliance with various permits, including Brevard County Engineering Right of Way, FDOT, St. Johns River Water Management District, US Army Corps of Engineering, and Department of Environmental Protection permits.

Addendum 2

TO ALL PROSPECTIVE CONTRACTORS

This is Addendum 2 and shall be considered as part of the original advertisement package for the above-mentioned Request for Qualifications. Consultants are requested to acknowledge receipt of this Addendum with their submission.

CLARIFICATION TO QUESTIONS ASKED RECEIVED:

1. Question: How should the respondent indicate which of the two service areas they are pursuing? If they are submitting for both service areas, are they allowed additional pages for each of the service areas submittal? For example, would the County consider allowing 6 projects for each of the service area?

Response: The respondent should use the Title that is typed in Bold in Part II Purpose and Scope of Services, the title can be abbreviated.

2. Question: Tab 6 - Would you like us to address each element (Nos. 1-4) with examples of our firm’s experience and approach for each of the criteria or would you like information/past experience about these from our client “references,” as stated in the title. For example, is this where we would list references/contact information for the projects included in Tab 5, letters of reference from clients, etc.?

That does not appear to be a requirement for Tab 5. Also, we would like to confirm that there is no page limit for this section.

Response: Use the Reference Form provided only. The references will receive a request to reply.

3. Question: Would the County accept Calibri font in addition to those listed on page 18 of the RFQ?

Response: Yes. Any non-serif type font is accepted. Size 12 only.

4. Question: Would the County accept Calibri font in addition to those listed on page 18 of the RFQ?

Response: See response to 3 above.

5. Question: In Tab 6: References, does the County require a list of references that will be contacted after submission or letters of recommendation from references that address the four subjects listed on page 21 of the RFQ?

Response: Please use the Reference Form provided. The County will be contacting the references entered on the form provided.

6. Question: Would the County consider allowing more than the stated two pages for the Technical Approach to Projects (Tab 3), given that this section accounts for 20% of the maximum score?

January 14, 2025 Addendum 2 – Page Two

Response: The County will allow a total of 4 typed pages. Please note a sheet contains 2 pages if using double sided.

7. Question: If allowable, can the County provide the names of the selection committee members?

Response: Bach McClure, Stormwater Program Manager, Natural Resources

Rachel Gerena, Engineering Manager, Public Works Billy Prasad, Deputy Director, Planning & Development

8. Question: Do the permitting compliance and reporting requirements include NPDES MS4 permits?

What other permits is the County referencing?

Response: The permits usually can include Brevard County Engineering Right of Way permit, Florida Department of Transportation (FDOT), St Johns River Water Management District (SJRWMD) Environmental Resource Permit (ERP), United States Army Corps of Engineering (USACOE), Department of Environmental Protection (DEP). Or as needed.

9. Question: Can Proposers list Brevard County as a reference?

Response: Yes.

10. Question: May the County find it permissible to include more than six projects in Tab 5, provided that we remain within the specified page limit?

Response: No, this will make it difficult for the reviewers.

11. Question: Please clarify if there is an expected minimum number of references that we should include in Tab 6.

Response: Three (3) to six (6) per service.

12. Question: Under Tab 2: Staff Credentials and Project Team, in the section titled “2. Key Team

Members,” the instructions mention including “key personnel from sub-consultants.” However, the bulleted list of required resume contents also includes an item labeled “Sub-consultants,” which specifies that we are to identify the services provided by sub-consultants, along with the name and contact information for each sub-consultant’s contact person. Could you please clarify if this particular bullet is intended to be a separate section under Tab 2, rather than being included within individual resumes?

Response: If the proposed team includes subcontractors, please include the requested information regarding subcontractors in the submission.

13. Question: The required resume elements under Tab 2 closely resemble the structure of resumes typically used in the Standard Form 330. Does the County recommend or prefer that we use the SF 330 format for resumes?

Response: There is no preference.

14. Question: Can subconsultants participate on multiple teams, or are they limited to being part of a single submission? Additionally, are there any restrictions or preferences regarding subconsultants also submitting as prime consultants for this RFQ?

January 14, 2025 Addendum 2 – Page Three

Response: Yes, subconsultants can participate on multiple teams. No restrictions or preferences regarding subconsultants submitting as prime consultants for this RFQ.

15. Question: Part II of the RFQ lists two service areas in the scope, A-Stormwater Improvement Projects, and B-Master Planning & Analysis. Previous RFQs from the County broke up the service areas and scored each one separately. Is that still the case for this RFQ, where we should submit for each area separately, or are service areas A and B being combined for this RFQ?

Response: There is only one contract, however, if a firm only wants to be considered for one of the services in Part II Purpose and Scope of Services, they should indicate that in the submittal by typing that title.

16. Question: Can Brevard County projects be used in Tab 5: Related Experience and Tab 6: References?

Response: Yes.

17. Question: The certificate of corporate officer requires a resolution from the Board of Directors. Our Board of Directors is not scheduled to meet before the RFQ due date. Furthermore, all of the details of the “contract to be determined” are not defined, making such a resolution difficult if not impossible to proceed with. Can this form be deferred until the contract is awarded, be removed, or be altered?

Response: Complete the form the best you can and write a note on the form. This form must be submitted with the package.

18. Question: Are these intended to be two separate submittals, or just one? If one, do the page limits apply for each practice we are submitting for?

Response: One submittal with page limits outlined in the RFQ and in Addendum 1.

19. Question: May the County find it permissible to share how many consultants they plan on selecting?

Response: It will be up to the Selection Committee how many consultants they select.
