About this file
This document is Addendum 1 for Brevard County's Request for Qualifications (RFQ-8-25-07) for Professional Engineering Continuing Consultant Services, issued by Brevard County Purchasing Services on January 13, 2025. The addendum addresses multiple clarification questions from potential contractors regarding the solicitation for stormwater master planning, analysis, and pollution and flood reduction design projects. Key updates include extending the proposal opening date to January 31, 2025, with a final question deadline of January 21, 2025 at 5:00 pm. The addendum provides detailed guidance on proposal preparation, including page count limitations, font requirements, and acceptable documentation for project experience and references.
The addendum reveals that the selection committee will include Bach McClure (Stormwater Program Manager), Rachel Gerena (Engineering Manager), and Billy Prasad (Deputy Director). Contractors are permitted to submit proposals for multiple service lines, with up to six projects per service line, and can participate as both a prime contractor and a subcontractor on different teams. The document clarifies that two-page resumes are allowed, graphics and tables can use smaller font sizes, and variations of specified fonts (Arial, Century, Courier, Verdana) are acceptable. A reference form and revised draft contract are noted as attachments, with a key clarification that only the Board of County Commissioners, County Manager, or designated representatives can issue task orders or approve contract modifications.

Addendum 1
TO ALL PROSPECTIVE CONTRACTORS
This is an Addendum to and shall be considered as part of the original advertisement package for the above-mentioned Request for Qualifications. Consultants are requested to acknowledge receipt of this Addendum with their submission.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. Question: Will the County reserve answering any questions until after the question cutoff of January
16, and should we expect an addendum soon thereafter?
Response: Addendums will be posted prior to the question cutoff date.
2. Question: The page count in Tab 5 specifies two pages per project but also asks for a one-page list of other projects. Can we assume that the one-page list is in addition to the 12-page total for the six projects?
Response: Yes. List up to six(6) projects (no more than 5 years old) maximum 2 pages per project that best illustrates the Team’s capability to perform similar work required by this RFQ. Also, provide a one-page list of other projects if applicable.
3. Question: Will the County consider extending the proposal opening date to January 31st?Response:
Yes. The RFQ has been extended to January 31.
4. Question: How does the County define "pages"? For example, is one double-sided sheet considered 1-page or 2-pages?
Response: Double-sided pages count as two pages.
5. Question: Can graphics, tables, and resumes have smaller font size than 12-point?
Response: Yes.
6. Question: Can the Headers and Footers of the pages be smaller than 12-point font?
Response: Yes.

7. Question: Can the County provide names of selection committee members?
Response: Bach McClure, Stormwater Program Manager, Natural Resources
Rachel Gerena, Engineering Manager, Public Works Billy Prasad, Deputy Director, Planning & Development
8. Question: Tab 2 - Currently the maximum number of pages excluding Org Chart is limited to 2. Would the County expand the page limit to 5?
Response: No. Two pages to describe the team as a whole, 1 page for the Organizational Chart (No font requirement) plus 1 page per each team member Resume.
9. Question: Tab 2 - Due to the size-limitations of 12-point font, would the County consider 2-page resumes?
Response: Two page resumes are allowed.
10. Question: Tab 3 - Currently the maximum number of pages is limited to 2. Due to the expansive list of services requested in this RFQ, would the County expand the page limit to 6 pages to allow respondents to elaborate on the technical methodology for this wide range of services?
Response: The County will allow a total of 4 typed pages. Please note a sheet contains 2 pages is using double sided.
11. Question: Tab 5 - The project information requested under this tab appears more applicable to Stormwater Improvement Projects than it is to Master Planning & Analysis projects. More specifically, Items 4 through 8 only seem relevant to Stormwater Improvement Projects. Should the respondents only provide information for Items 1 and 2 for Master Planning & Analysis Projects that don’t have project aspects that relate to Items 4 through 8?
Response: The respondent needs to provide the information they feel will help them qualify for the service. Items 4 through 8 can apply to Master Planning, since those items will take effect when the project goes from the “Master Plan” phase to the “Construction Phase”. If the Master Plan did not consider items that could make the project not feasible, then the Master Plan, is not a Plan.
12. Question: Tab 5 - If the respondent is pursuing contracts for both service lines, can we provide 6 projects under each of the service lines?
13. Question: Tab 5 - Would the County consider allowing Item 9 (1-page list of other projects) to be printed on 11"x17"?
Response: No.
14. Question: Tab 6 - Is there an expected number of references?
Response: Three (3) to six (6) per service.
15. Question: Tab 6 - How many references are necessary for inclusion in the proposal?

18. Question: Do we know the individuals expected to be on the selection committee?
Response: Bach McClure, Stormwater Program Manager, Natural Resources
