About this file

This is Addendum #2 to IFB #SD24-00002 issued by the California Department of Corrections and Rehabilitation (CDCR), California Correctional Health Care Services (CCHCS) for Pharmaceutical Courier Services. The addendum updates the List of Participating Institutions from Attachment A-3 to Attachment A-2 and releases Q&A Set #2. The Q&A clarifies that contractors must provide pickup of filled prescriptions within four hours of request from designated Community Pharmacies, and if more than four hours is required, the CDCR/CCHCS Contract Manager must be notified. The document includes a comprehensive list of participating institutions across California, including state prisons, medical facilities, and CCHCS administrative locations.

The Q&A addresses questions about lead times, volume by location, zone rate structure, and mileage estimates. While specific prescription volume data is not available, the IFB includes estimated number of trips per year by mileage between institutions and pharmacies. The rate structure is based on zones of 1-30, 31-70, 71-100, and 101-138 miles. Bidders must provide all-inclusive rates that cover labor, travel, per diem, materials, supplies, transportation, equipment, and fuel costs. The addendum emphasizes that travel expenses for remote facilities must be included in the bidder's costs, with no additional surcharges permitted.

QUESTION AND ANSWER SET # 2

IFB# SD24-00002, Addendum # 2

1. QUESTION: How much lead time is provided before each on-demand order is placed?

ANSWER: Sample Contract, page 4, Section B – Contractor Responsibilities #2, states, “The Contractor shall provide pickup of filled prescriptions within four (4) hours of request from designated Community Pharmacies (See Exhibit A-2 – Community Pharmacy Locations). If more than four (4) hours is required, the CDCR/CCHCS Contract Manager and/or their designee shall be notified."

2. QUESTION: What is the volume by location?

ANSWER: The prescription volume by location information is not available. Invitation for Bid, page 13, Attachment 2 – Rate Sheet, includes the estimated number of trips per year by milage between the institutions and the closest pharmacy.

The locations of the pharmacies and the institutions can be found within the Sample Contract, Exhibit A-2 – List of Participating Institutions and Exhibit A-3 – Community Pharmacy Locations.

3. QUESTION: Zone Rate Structure: The mileage charge you provided outlines zone rates based on ranges of 1-30, 31-70, 71-100, and 101-138 miles. However, these ranges seem unusually broad compared to typical industry standards, which often follow smaller increments (e.g., 1-20, 21-30, 31-40, etc.). Would it be possible to adjust the zones to reflect these narrower intervals?

ANSWER: Rates shall be provided based on the Invitation for Bid, Page 13, Attachment 2 – Rate Sheet. If the solicitation is not awarded based on the provided Rate Sheet breakdown, CDCR/CCHCS will take this change into consideration.

4. QUESTION: Mileage Estimates and Fuel Costs: Fuel costs represent a significant expense in our industry. While you’ve provided mileage estimates for the 150 trips in the 1-30 mile column, we lack information on the origin points for these trips. Without localized historical data, developing an accurate statewide pricing model becomes challenging. Could you provide more context or data to assist with this?

ANSWER: Invitation for Bid, Page 13, Attachment 2 – Rate Sheet, states, “The Contractor shall furnish all labor, including travel and per diem, materials, non-consumable supplies, transportation, equipment, and every other item of expense necessary to provide Pharmaceutical Courier Services to CDCR/CCHCS locations statewide identified within the Sample Contract.”. Rates must be all inclusive to include fuel costs.

Sample Contract, Page 7, Attachment A-2 – List of Participating Institutions, includes the addresses for each institution. Sample Contract, Page 10, Attachment A-3 – Community Pharmacy Locations, includes the addresses for each pharmacy location that would be utilized within the contract. Historical data is not available.

5. QUESTION: Remote Facility Consideration: Several facilities appear to be in remote areas, which may necessitate travel surcharges. Without historical data on these specific routes, it’s difficult to establish a consistent statewide base rate to calculate mileage costs. Are there any additional data points or resources you could share to address this?

ANSWER: Travel expenses should be included in the bidder’s costs. Bidders can refer to Sample Contract, Attachment A-2 - List of Participating Institutions and Attachment A-3 - Community Pharmacy Locations to calculate all-inclusive rates.
