About this file
This is Addendum 2 to RFP2026000239 for a Personal Duress Alarm (PDA) System, issued on May 19, 2026, containing clarifications and answers to bidder questions. The project involves the installation of a new Atlas Gateway-based PDA system across multiple wings and secure electronics rooms. Key requirements include programming to third-party devices (PLCs), installation of 24-port Cisco POE switches in each secure electronics room, provision of multimode (MM) SFP modules for fiber connectivity to the main secure electronics room in Building A, and the contractor's responsibility for running new fiber if required or utilizing existing fiber infrastructure as available. The system is air-gapped with no internet access and therefore does not require remote monitoring services. Testing protocols specify that each wing must be fully functional and complete Level 1/Level 2 testing before progressing to the next wing, with Level 3 testing by Actall required upon completion of each wing rather than deferred until all wings are upgraded.
The addendum does not include pricing information, contract term details, renewal options, set-asides, incumbent information, or funding sources. All clarifications indicate that the contractor bears responsibility for fiber installation, SFP module provision, and ensuring compliance with sequential wing-by-wing functionality and testing requirements, with potential cost implications for accelerated Level 3 testing schedules.

Addendum 2 Personal Duress Alarm (PDA) System
RFP2026000239
Questions and Anwers 5/19/2026 1.Exhibit 3 section 1 section A States "does not include programming to 3rd party devices (PLC)". Will this be required by the integrator? Yes, this will be required.
2.Exhibit B section 3 Base year and Optional years section A has Monitoring services; Your new system is air gaped and has not internet access to have remote monitoring services. During the site walk was instructed to ignore this section. Need confirmation. Please ignore the Monitoring service portion.
3.Each secure electronics room will need a switch to connect to the new Atlas Gateways (poe) . During the site walk a 24 port Cisco POE switch was requested. Need confirmation. 24 Port switch will be fine.
4.With the switches I was told that there is available fiber at each secure electronics that run up to the main secure electronics room in building A. Are we to provide the SFP modules? If so, I need fiber type and size. If fiber needs to be run, who is running the fiber? Or are we allowed to piggyback on an existing uplink.
Please provide SFP modules, if fiber needs to be ran, the contractor will need to run the fiber. If we have additional spares, the contractor can piggyback on the existing fiber. The fiber installed is MM.
5.Since the new system will utilize existing device locations and cabling, How will the L3 testing be required to be done. We can upgrade each wing at a time and perform L1/L2 testing on the new system, then move on to the next wing. Once all wings are upgraded and L1/L2 testing has been completed we can have Actall do there L3 testing. Or is each wing require L3 testing before we can move to the next wing? Will increase Actall's price. Each wing will be required to be functional before moving onto the next wing, if L3 testing is required before moving, then L3 testing will need to be accomplished.
