About this file

This document is an Addendum #02 to a Request for Proposals (RFP) issued by the Minnesota Department of Natural Resources (MN DNR) for a Fish and Wildlife Learn to Hunt program. The RFP seeks vendors to conduct mentored hunting events at specific locations including St. Croix State Park, Minnesota Valley Wildlife Refuge, and Lake Bemidji State Park, with participant limits ranging from 10-14 mentees per event. The contract is for a one-year term potentially extendable to June 30, 2026, with a maximum contract award of $50,000 that may cover multiple vendor proposals.

The addendum clarifies key operational details for potential bidders, including vendor responsibilities for equipment procurement, safety certifications, payment collection, and hunt logistics. Vendors will be responsible for coordinating all aspects of the hunt, including food, lodging, and equipment, with an emphasis on maintaining high-quality and safe experiences. Participant fees should be kept low to maximize program accessibility, and hunts must maintain a 1:1 mentor-to-mentee ratio. Vendors have flexibility in choosing hunt locations, either from provided priority sites or alternative public/private locations, and can determine their own number of proposed hunting events based on their organizational capacity.

Request for Proposals (RFP) Addendum #02 SWIFT Event #: 2000016948 Agency: Department of Natural Resources Addendum Number: 02 Date of Addendum: April 17, 2025 Title: Fish and Wildlife Learn to Hunt

SCOPE OF ADDENDUM

The following are questions with answers the State has received from potential responders for the subject RFP:

1. Question: # of Participants -No where in the RFP do I find mention of how many participants will be in each event. Is there a minimum/maximum number the MN DNR is requiring or asking for on these events?

Answer: The DNR would like to see as many participants served as possible. St. Croix State Park has a maximum of 14 mentees, and Minnesota Valley Wildlife Refuge has a limit of 10 mentees, and Lake Bemidji State Park has a maximum of 10 mentees. Otherwise, the number of participants is up to each bidder to determine in terms of what is possible for them to provide at a high level of quality and safety. Please note that hunts need to have a 1:1 ratio of mentors to mentees. The maximum total award for this contract is $50,000 dollars. This could go to one or more vendors, and it is expected that this will cover multiple hunts.

2. Question: Equipment for programs-Equipment required by vendor for the program such harnesses, stands, hearing protection etc. Is any of this provided by the MN DNR or is the Vendor responsible for having it all?

Answer: The vendor is responsible for having all the necessary equipment for the hunt, including safety equipment. Equipment may be available to loan on a case-by-case basis. Any bidder can ask to borrow equipment, but this is not guaranteed as more than one bidder may require equipment and the dates of the hunts may overlap depending on the proposals, which are determined by the bidders. (This excludes special hunt dates outside the regular season listed in the first addendum associated with this RFP.) If the bidder does not want to risk overlapping with another bidder regarding a borrowed equipment request, they may build pricing into their bid for purchased or leased equipment. Bidders may also indicate a preference to borrow equipment and include pricing that would be with and without borrowed equipment in the proposal. BIDDERS ASKING TO BORROW EQUIPMENT ARE ASKED TO BE SPECIFIC IN THEIR PROPOSALS IN TERMS OF THE TYPE AND NUMBER OF PIECES OF EQUPMENT THEY ARE ASKING TO BORROW.

3. Question: Payment Collection- Is the Vendor responsible for all collection of payment for the program and if so, is this money then given back to MN DNR or is this taken in addition to what the Vendor is charging for the program.

Answer: Yes, the vendor is responsible for payment collection which they retain and are not expected to give to the MN DNR. Please detail expected fees in your bid. Ideally fees for participants will be kept as low as possible to increase program accessibility. The DNR generally charges 100 dollars per mentee but also sponsors several mentees each Learn to Hunt season.

4. Question: Coordination of food-lodging- Does the vendor have to coordinate all of this regarding payment and procurement and if so, how are they to know what the priority hunt locations have available for purchase?

Answer: Yes, the vendor is responsible for coordinating all aspects of the hunt including food and lodging. An internet search should provide information about what lodging is available in the priority hunt locations or the vendor location of choice. Vendors are welcome to arrange food in a potluck style which they arrange with the mentees ideally early on in the course, or to require that participants all bring their own food. It is expected that the vendor will ensure there is space included in any lodging to store food that participants bring in, or to otherwise arrange for food to be kept sufficiently cool/refrigerated if not providing it for the participants. NOTE: For bidders interested in a hunt in Lake Bemidji State Park, lodging in that area is limited, but you may be able to connect with a local college or university to recruit students who would already be in the area and have their own lodging available.

5. Question: Hunt Locations- Are these chosen by the vendor or does the MNDNR assign these to the vendor when they are awarded the contract?

Answer: Yes, the vendor chooses the hunt location either from the list of priority hunt locations provided in the RFP, or from a public or private location of their choosing and arrangement.

6. Question: How many programs will the vendor be doing per year? Does the vendor determine this by their bid or does the MNDNR determine this using the vendors bid per event?

Answer: This is a one-year offering that can plausibly be extended another year past the deadline of June 30, 2026 if necessary. The number of hunts a bidder decides to do is determined entirely by the bidder in line with their capacity and interest. Again, the maximum contract award is 50,000 dollars. While this contract may be offered in following years, that is not guaranteed at this time, nor is the dollar amount of any such RFPs.

7. Question: Firearm Certification- Can the vendor ask the participants to supply a certificate from a gunsmith to the vendor showing the firearm is safe or does the vendor need to handle all of this process?

Answer: Yes, per section D in vendor expectations, section 3, point iv., subpoint 6, part c - the vendor is required to ask participants to supply a certificate or letter from a gunsmith showing that participant-supplied firearms are safe and in good working order. The vendor is responsible for ensuring the legitimacy of these certificates.
