About this file
This is Addendum 2 to an Agency Request for Quotation (ARFQ DEP26-44) issued by the West Virginia Department of Environmental Protection for tree removal and disposal services at the Greendale Coals site. The addendum publishes vendor questions and responses along with a pre-bid sign-in sheet to clarify project requirements. Key project details include tree removal at multiple lift station sites, with specific instructions that all tree limbs be chipped and logs removed (except locust logs) at Lift Station 600, wood chips to be deposited in a designated wide spot across the road from the landowner's driveway, and oversized logs to be dumped in a designated on-site area. Vendors are permitted to remove additional trees necessary for safety purposes of falling trees, use equipment such as mini excavators, and leave trees as felled in wooded areas, though trees must remain out of mowed areas except at Lift Station 600. A licensed arborist must be on staff and submit certification before work commences, as specialized expertise is required for danger tree removal and trees located near existing power lines to prevent disruption to the treatment system and hazardous conditions.
The solicitation requires that power lines cannot be disconnected to reduce bid costs, and vendors must include costs for any incidental tree removal in their overall bid price. Disturbed areas do not require revegetation upon project completion. All provisions of the original Agency Solicitation and other addenda remain in full force and effect. Vendors must acknowledge receipt of all addenda by submitting a completed Addendum Acknowledgement with their bid to avoid potential bid disqualification. The pre-bid attendee sign-in sheet indicates participation from individuals associated with E077005 and John Helms.
