About this file

Addendum No. 2 for IFB 250701 is issued by the City of Leesburg, Florida, for the Water Tower Rehabilitation Project. The addendum provides clarifications and responses to bidder questions regarding the rehabilitation of two elevated water tanks: the 150,000-gallon Mall tank and the 200,000-gallon Newell Hill tank. Key clarifications include confirmation that no containment will be required on the Mall tank, specifications for coating procedures involving multiple layers of different coatings (118 and 1028), and verification that only the Mall tank will require two coats of the 1028 finish coat, while the Newell Hill tank will receive only one coat of 1094.

The addendum also addresses inspection requirements, specifically confirming that an in-house NACE-certified inspector is acceptable, which was raised as a concern due to potential cost increases for a third-party inspector. Bidders are instructed to acknowledge receipt of this addendum by indicating it on their Proposal Bid Form or by signing and returning the addendum in a sealed envelope. The document emphasizes that submission of a bid will be construed as an acknowledgment of the addendum, ensuring all bidders are aware of the updated project specifications and requirements.

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the Invitation for Bid (IFB) Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form. If the bidder has already submitted the Proposal Bid Form to the City’s Purchasing Division, the Bidder should sign and return this addendum in a sealed envelope or revise their electronic submission to include this addendum. The envelope should include the company name and address, the bid number, opening date and time, and "Addendum No: 2".

In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. Will a containment be required on the Mall tank?

A1. No.

Q2. Should the 2nd coat of 118 be a spot coat? Industry standard would be as follows:

a. Spot 118

b. Full 118

c. Full 1028 rolled at 2 – 3 mills

d. Finish 1028 rolled at 2 – 3 mills

A2. Follow the above procedures.

Q3. Addendum 1 - Q&A number 11 states, "Both tanks will need to be brushed & rolled with 2 coats to achieve the required mils DFT per coat." this coating system is regarding the Mall Tank which is receiving the 1028 as the finish coat(s). The Newell Tank is receiving 1094 as the finish coat. Please confirm that only the Mall Tank will require two coats of the 1028.

A3. That is correct mall tank two coats. Newell Hill is just one.

Q4. Is a third part NACE inspector required, or may we use our in-house NACE inspector? If you require a third-party NACE inspector the cost will greatly increase.

A4. In-house is fine as long as they are NACE certified.
