About this file

Addendum No. 1 for IFB 250701 is issued by the City of Leesburg, Florida, for the Water Tower Rehabilitation Project. The addendum provides detailed responses to 29 bidder questions regarding the exterior cleaning and painting of three water tanks: the 150,000-gallon Mall elevated water tank, the 200,000-gallon Newell Hill elevated water tank, and two 1.5MG concrete Ground Storage Tanks (GST). The project requires exterior cleaning, painting with two coats of Tnemec Series 1028, and installation of a new black and white city logo on the Mall tank. The project timeline is 240 days after the Notice to Proceed (NTP), with work permitted from 7 am to 5 pm, seven days a week (except Sundays at the Mall location). The city desires the project to begin as soon as the contract is awarded.

The addendum clarifies several key project details, including that tanks will not be drained during the work, existing antennas will remain in place, and no third-party inspector is currently designated. There are no liquidated damages or retainage percentage specified. The tanks vary in age, with construction dates ranging from 1955 (Newell tank, relocated in 1992) to 1983 (GST Tank 2). Bidders are advised that site addresses are located in Section 3.10.1 of the solicitation, and specific light mount details will be at the contractor's discretion. The city indicates flexibility regarding potential road closures in the mall parking lot, which can be coordinated with mall ownership, but explicitly prohibits sidewalk closure at the Newell Tower location.

Addendum No. 1

Q7. Will the tanks be drained while doing the exterior cleaning and painting?

A7. No.

Q8. Can multiple tanks be worked on at the same time?

A8. Yes.

Q9. Please provide physical addresses for all three project sites so that we can conduct site visits.

A9. The physical addresses for all three projects sites are located in Section 3.10.1 of the solicitation.

Q10. Please provide a drawing of the logo to be installed on the Mall Tower.

A10. See question A19.

Q11. Tnemec Series 1028 recommended dry film thickness per the Tnemec product data sheet is 2.0-3.0 mils dry film thickness (DFT). Furthermore, brush and roller application will result in a thinner film thickness than spray application making it impossible to achieve 3.0-5.0 mils DFT in one coat. If it is your intention to require a 3.0-5.0 mil DFT finish coat and to also require the coating to be brush and rolled, then you need to specify two (2) brush and rolled finish coats at 2.0-3.0 mils per coat. Alternatively, you can specify one (1) spray applied finish coat to achieve the desired 3.0-5.0 mils DFT per coat. Please clarify.

A11. Both tanks will need to be brushed & rolled with 2 coats to achieve the required mils DFT per coat.

Q12. Is there a retainage percentage?

A12. No.

Q19. Do you have a mockup of the logo to be painted on the Mall tank? Will it be a new design or are we replacing what is existing?

A19. Logo looks like this but colors will be black and white.

Q20. Mall tank - there are a lot of antennas. Ideally, we would like the antenna owners to take them down and put them back up. However, if that is not possible, we will need to take them offline in order to pressure wash and coat around them.
