About this file

This is Addendum No. 2 to an Invitation for Bid (IFB) issued by the City of Leesburg, Florida for comprehensive landscape maintenance services along Highway 441 and other city properties. The procurement seeks a qualified contractor to provide mowing, edging, trimming, litter pickup, weed control, tree and shrub maintenance, irrigation system inspection and repairs, and palm tree trimming across designated maintenance areas. The mandatory pre-bid conference was held on Tuesday, September 23, 2025, at 10:00 a.m., with bid specification questions due by Thursday, September 25, 2025, at 4:00 p.m. Bids are due and will be opened on Tuesday, October 7, 2025, at 11:00 a.m. via Zoom with no public opening per Section 2.10.1. Bid tabulation is scheduled within two working days following the bid opening, with an Intent to Award recommendation issued by October 31, 2025. The City Commission will approve the award at the next scheduled meeting after all required documents are complete. The contract term extends through September 30, 2028, with potential renewal options for three additional terms. Bidders must acknowledge receipt of Addendum No. 2 on their Proposal Bid Form.

The addendum provides clarification on budget and previous contract information in response to bidder inquiries. The City has historically spent approximately $750,000 annually on these services, which encompassed landscape maintenance, palm tree trimming, mulch, annuals, irrigation maintenance and repairs, and additional labor, excluding add/alternative areas in the current IFB. No engineer's estimate or detailed budget is available for this solicitation. A previous contract dated March 25, 2019, with an amendment dated March 28, 2022, was provided as reference material. Contractors must be certified by the Florida Department of Transportation (FDOT) for Maintenance of Traffic (M.O.T.) and possess commercial right-of-way maintenance experience. A 5% bid bond is required with submission. The contract requires service frequencies of weekly maintenance from April through October and bi-weekly maintenance from November through March, with all labor, materials, and equipment provided by the contractor. The city will pay 95% of invoiced amounts, with final payment contingent upon satisfactory completion and compliance with contract requirements.
