About this file

This is an Addendum No. 2 issued by the State of Michigan Department of Technology, Management and Budget, Design and Construction Division, for the Newberry Correctional Facility Emergency Circuit Expansion project (File #472/23312.LWM). The addendum modifies and clarifies the original contract documents for propane-powered emergency generator systems and related electrical infrastructure upgrades. Key clarifications include that new generators shall be propane-powered rather than natural gas, with the owner responsible for propane tanks while the contractor runs gas piping from the tank regulator to the generator. Additional modifications address transformer installation between panels "DPD" and "QMB," preventative maintenance on primary switchgear, disconnection of existing automatic transfer switch (ATS) controls with conversion to manual operation for trailer-mounted generator connections, and provision of a new ASCO 300 Dual Purpose Quick Connect Panel with breakers for 2400V temporary generator operations. The addendum provides enhanced specifications for multiple electrical panels (LPE1, PPF, LPL1, PPA, D, and LPB1), the Motor Control Center, and revised wire sizes across the facility's powerhouse systems.

The specification section 263213A details comprehensive requirements for LP gas engine generators, including performance standards, testing protocols, and equipment qualifications from manufacturers such as Cummins, Caterpillar, Kohler, or Generac. Generators must comply with NFPA, ASME, UL, and EPA Tier 2 emission standards, operate in ambient temperatures from minus 15 to plus 40 degrees Celsius, and include sophisticated control and monitoring systems with multiple safety shutdown devices. The manufacturer's warranty extends for five years from the date of substantial completion, with initial maintenance service provided for twelve months including quarterly exercising and routine preventative maintenance. All work must be coordinated with facility operations, and contractors are required to obtain an arc flash coordination study and coordinate with the Northern Regional Physical Plant regarding temporary generator use. The addendum was issued on July 18, 2024, with a bid date of June 28, 2024, and includes detailed electrical drawings and specifications reflecting the one-for-one replacement nature of the system expansion.
