About this file

This document is Addendum #2 to the Invitation to Bid (ITB) for Fire Detection Systems at Carmen Powerhouse, issued by the Eugene Water & Electric Board (EWEB) of Oregon. The addendum provides additional information and responses to questions related to the project. The scope includes the installation of fire detection systems at EWEB's hydroelectric project located in Linn County, Oregon. Bidders must meet specific contractor and subcontractor qualifications, and comply with BOLI and CCB requirements. The closing date for submitting bids remains April 7, 2022.

The addendum addresses several key topics, including the exclusion of the cooling water pumps and valve galley area from the scope, Linn County's jurisdiction over code compliance, the potential for alternative ASD panel installation locations, the option to propose tubing material, the factory acceptance testing requirements, the scope of demolition work, and the payment and storage of equipment. EWEB is open to discussing alternative solutions after the contract is awarded and will address any resulting changes through change orders.

ADDENDUM #2

Title: Fire Detection Systems at Carmen Powerhouse

RFP # 22-046-PW

This addendum adds additional information to the original ITB document.

QUESTION & ANSWER

Q1. Is the area where the cooling water pumps and valve galley are within scope for detection?

A1. No, except in regard to replacement of strobes and audible alarms. We will provide more information in a future addendum.

Q2. Which Oregon county has the jurisdiction over code compliance for the project?

A2. Linn County

Q3. There was a suggestion for an alternate physical location to install the ASD panels near our current Unit 2 CO2 cannisters.

A3. ASD installation locations will be kept as-is for bidding purposes. EWEB is open to discussing alternative locations after bid is awarded and would address any resulting changes via change order.

Q4. Can we bid according to a tubing material we recommend?

A4. Please refer to base and optional bid items for tubing. The bid is based on the specified tubing but we would consider the awarded bidder’s option.

Q5. Does the Factory Acceptance Testing need to be done for Phase 1 and then a year later for Phase 2?

Or would FAT be conducted for all equipment at the same time since all equipment is being procured this year?

A5. EWEB does not take exception to the described sequencing as long as all equipment being commissioned is factory certified. It is Contractor responsibility to sequence procurement, FAT, and on-site commissioning such that factory certifications do not expire or are otherwise voided.

Q6. Where is the scope boundary for demolition (by the contractor) of the electrical cables for the CO2 system?

A6. EWEB personnel will de-terminate and remove cables from the PLC and leave these cables accessible for the contractor to remove.

Q7. Will EWEB pay for equipment for both phases upfront?

A7. EWEB will pay for equipment once it has been delivered to the job site. EWEB would require documentation of the equipment cost prior to payment. If long term onsite storage is problematic, EWEB would need to approve (and possibly inspect for confirmation) proposed offsite storage solutions.

Q8. What about equipment storage?

A8. For questions related to the storage of equipment and materials, please refer to Section 01 43 00, Part 4.

CLOSING DATE AND TIME

April 7, 2022. Remains unchanged.

This addendum constitutes a MATERIAL CHANGE to the Request for Proposals.
