About this file

This document is Addendum 2 to a Request for Proposals (RFP) issued by the Oregon Military Department (OMD) for architectural design services related to a seismic upgrade project at the Owen Summers Readiness Center. The addendum provides clarification on the RFP requirements, specifically that any proposers who wish to use a different structural firm than the one already under contract with OMD must include the cost of redesign in their proposal. The RFP is for architectural services to address the architectural changes needed due to the seismic upgrade work, which OMD has already completed the engineering design for. The project is located in Marion County and the City of Salem, Oregon.

The addendum states that a cost proposal is not required as part of the initial proposal submission, and that this would likely be required in a subsequent negotiation stage. Proposers are required to acknowledge receipt of this addendum as part of their proposal submission. Protests of any changes made by this addendum must be submitted by a specific deadline.

SUBJECT: Addendum 2 to RFP 200020A003 OWEN SUMMERS READINESS CENTER (“OS”)

ARCHITECHTURAL DESIGN EFFORT RELATED TO SESMIC UPGRADE

TO ALL PROSPECTIVE PROPOSERS AND ALL OTHERS CONCERNED

1. The changes, clarifications, omissions, additions, and alterations in, on, and to the proposal information and specifications shall apply to the proposals submitted for and to the project indicated above. Except as modified by this Addendum, all of the terms and provisions of the Request for Proposals (“RFP”) for the above listed project remain in full force and effect. This Addendum Number 1 supersedes all previous instructions pertaining to the items listed:

CHANGES TO RFP

2. Changes to RFP: The following changes are made to the RFP. (Where applicable, additions are indicated with bold and underlined and deletions are indicated by strikethroughs).

Responses to questions received.

1) My firm received the addendum(s) published on OregonBuys yesterday related to RFP 200020A003 for the

Owen Summers Readiness Center Seismic Upgrade, including the Q&A responses. Although the initial question window has passed, I wondered if you would be able to clarify the answer provided to Question 1 in Addendum 1 (snippet below): The response notes that any teams proposing a different structural firm would need to include the cost of redesign in their cost proposal. Since a cost proposal is not listed in the

(2.2) Administrative or (2.3) Technical Proposal Requirements or mentioned in the proposal evaluation breakdown in RFP section 4, we hoped to confirm that we are not to provide a cost proposal at this stage in our responses to RFP 200020A003? We assume that this would be required in the next stage of procurement/negotiation. Is this correct, or does OMD expect to see a cost proposal as part of our upcoming submission??

Response: Miller, under contract with OMD, has completed a seismic study and the design of the changes need to upgrade the building. If the Proposer doesn’t want to use this already completed work and desires to redesign the structural elements, The Proposer would need to cover the cost of the redesign (not billable to the project) and divulge their intent to do so in their Proposal.

3. This addendum must be acknowledged and submitted for this project. By acknowledging this addendum on RFP

Attachment A, Representations, Attestations, and Certifications, the proposer agrees they have read and understood the above mentioned changes, and have incorporated those changes into their proposal.

PROTEST OF ANY CHANGES TO THE RFP MADE BY THIS ADDENDUM MUST BE SUBMITTED IN
