About this file
This document is an Addendum to Request for Proposal (RFP) 200020A003 for the Oregon Military Department (OMD) regarding architectural design services for seismic upgrades to the Owen Summers Readiness Center in Salem, Oregon. The addendum provides clarifications and changes to the original RFP, including the deletion and replacement of Exhibits A and B, responses to various questions from potential proposers, and updates to the project schedule and design milestones. The architectural design services are required to address the architectural changes necessary to accommodate the seismic upgrade work, which OMD has already completed the engineering design for. The project is located in Marion County and the City of Salem. Proposers must acknowledge the addendum and incorporate the changes into their proposals. Protests of the changes must be submitted by February 2, 2024.
The addendum also provides additional details on the project, including that the facility will remain partially occupied during construction, with the plan to only relocate individuals close to the construction activities. OMD has secured construction funding for the project and construction is expected to begin as soon as the contractor can secure permits. The design package must be completed to align with the advertising and award of construction before October 1, 2024. OMD will contract for a hazardous materials survey and geotechnical report as needed.

c. Responses to questions received
1) Please clarify if the design team is required to include Miller Consulting Engineers, or if another structural engineering firm can (or should) be included?
Response, If the Architectural firm wishes to use a different firm their proposal needs to state that there not using Miller and their proposal cost needs to cover the additional cost of redesigning the structural elements.
2) Please clarify how the provided Structural Drawings Package is intended to be directly integrated into a set of Permit Documents. Are changes to the included drawings anticipated, or if not, how should any inconsistencies be addressed?
Response, OMD will work with the selected Architectural firm and the Structural designer on the best approach, standalone Architectural and Structural drawings or new combined drawing.
3) Will this facility maintain operations while the work is performed
Response, the plan is to only move individuals that are close to the construction activities. The work may need to take place in phases, a portion of the building at a time.
4) Are there anticipated functional changes or floor plan modifications planned for any portion of the facility?
Addendum 1 200020A003 Page 2 of 3
Response, the work is only for the structural improvements and architectural design related to making those improvements. There will be a need to blend building changes into the existing building layout to maintain the functionality of the building. No remodel or changes to the use/tenants in the space is part of this work.
If any changes are brought up, it will be a change to the contract and subjected to negotiations.
5) If the facility is to be occupied during construction, are there specific areas that must be maintained, or can staff be relocated as required for work to be performed in stages?
Response, although there are some sensitive areas in the building, all area in the building can have tenant moved to support the construction activities.
6) The RFP lists GIS requirements for submitted files, etc. Since there does not appear to be any exterior or site work required, is a Civil Engineer or Surveyor required on the project team?
Response, In the posted Addendum the revised Statement of Work, the GIS requirement will be removed.
7) Because no demolition plan is included, it is unclear if any of the added structural walls are located such that they change the interior room configurations, or circulation / egress patterns. Is a Demolition Plan available? If not, can any areas with circulation or egress changes be indicated?
Response, once the Architectural firm is selected OMD and the Structural Engineer will walk through the drawing and the impacted areas.
8) Please clarify how many Construction Cost Estimates are requested. Per the Phase 1 Basic Services section of the RFP, a Statement of Probable Construction Cost shall be provided along with the 30% submittal, as well as one during Phase 2 alongside 60% and 90% Design Document Packages. Additionally, Exhibit E:
Critical Date Schedule indicates that cost estimates shall be provided at both the 60% stage, and 90% stage, but not the 30% stage.
Response, a cost estimate shall be submitted at the 30%, 60% and the 90% phases of design.
9) Please clarify which phase should include the final 100% Signed / Sealed Bid Package. Per the Basic
Services section of the RFP, Phase 1 includes a 30% submittal, Phase 2 includes 60% and 90% submittals, and Phase 3 includes services such as addenda and alternate review, which take place after the Bid package would be produced. Please confirm that the 100% sealed submittal shall be provided as part of the Phase 2 work. Additionally, Exhibit E: Critical Date Schedule does not include any mention of the 100% Signed /
Sealed submittal.
Response, the statement is being revised and will be included in a posted addendum, addressing the 90% and the bid documents.
10) Is there an anticipated construction start date?
Response, OMD has secured construction funds for this project and construction will begin as soon as the contractor can secure permits.
11) Will the project be an occupied renovation?
Response, The plan is to only move individuals that are close to the construction activities.
12) Are the design milestones of the project's schedule on page 5 of the RFP firm? Are they tied to specific internal or external deadlines for OMD?
Response, The dates are not firm, but the design package needs to aline with advertising and award of construction before 1 Oct. 2024.
13) Should a proposed schedule include National Guard Bureau reviews? If so, for what duration?
Addendum 1 200020A003 Page 3 of 3
Response, This project is considered SRM (sustainment/Restoration/Maintenance), SRM projects do not require NGB reviews.
14) The RFP requested monthly reports — are those only for construction or does OMD want them during the design phase as well?
Response, OMD requires monthly reports during the design phase to maintain status of the design. After award of Construction, the weekly construction meetings will be the formum to check in on any design efforts.
15) Is the structural design completely set or is there potential to alter the locations of the seismic elements?
Response, If Architectural effort choses to alter the structural design to date, the cost of doing so needs to be included in the Architectural fees, part of this proposal.
16) Should the architect conduct re-programming of spaces compromised by new seismic elements?
Response, OMD is advertising for Architectural Services, because after reviewing the structural design it was clear that some of the current spaces in the building will need walls, doors, travel paths, and exterior alterations, all items may not be listed, altered to accommodate the structural changes. Some of the spaces may need to re-programmed.
17) Please confirm whether the consultant, and not the owner, must provide the Hazardous Materials Survey noted in D.2.05
Response, OMD will contract to obtain a Hazardous Material Survey.
18) Will Owner carry the contract for a geotechnical engineer or is there an existing geotechnical report for this project?
Response, OMD will Contract with a Geotech to obtain a new report if the report from a nearby site does not meet the requirement.
3. This addendum must be acknowledged and submitted for this project. By acknowledging this addendum on RFP
Attachment A, Representations, Attestations, and Certifications, the proposer agrees they have read and understood the above mentioned changes, and have incorporated those changes into their proposal.
