About this file
This is Addendum 2 to a competitive solicitation issued by the Savannah-Chatham County Public School System (SCCPSS) in Georgia for food products and distribution services under Bid 22-54. The addendum, posted on May 24, 2022, extends the bid closing date to June 16, 2022 at 11:00 AM. The solicitation seeks responsible vendors to provide an annual contract for food products and distribution services to the school system. The addendum addresses eleven clarification questions submitted by bidders, primarily concerning product availability, substitutions, pricing, and operational procedures during the bid evaluation and contract performance phases.
The addendum establishes that the District will accept product substitutions reviewed and approved after bid opening, with no price changes permitted during the evaluation phase. Vendors may provide substitution documentation after bid opening, which extends the District's review timeline. The District agrees to accept comparable brands meeting nutritional requirements when specified brands are unavailable, non-domestic products when domestic items are not available despite preference for domestic sourcing, and price increases with District approval once notified. Damaged products will be credited and picked up at no additional cost during the next scheduled delivery. The District acknowledges current supply chain instability and market conditions that may necessitate daily substitutions, label changes on canned goods, and pricing adjustments. The contract includes provisions for immediate recall notifications, sample testing before widespread distribution, monthly usage reports in non-Excel format, and nutritional information access through Williams' password-protected website. All other original terms and conditions of Bid 22-54 remain unchanged.

Number: Bid 22-54 Food Products and Distribution Services (Annual Contract) Posting Date: 04/24/2022 Addendum # 2 Posting Date: 05/24/2022 Closing Date: 06/16/2022
The information contained in this document shall become an official part of the original document and shall be acknowledged as noted on the Certification Form (Form 1) of solicitation document in the space provided. Failure to acknowledge receipt of an addendum may result in a status of non-responsive.
Firms are encouraged to review the contents of this document and to respond accordingly.
Addendum No. 1 is being issued to provide clarification for the following questions and to extend the closing date of the solicitation:
A, Clarification
Question Response
1. Because of so many items being unavailable, we are scrambling just trying to find available substitutes to bid.
At this point, we do not even know what some of these items will be. Once we get started and have a firm list of items that you will use, we can then provide any information that you need. It will not be possible to send this information ahead of the bid.
The District will accept substitutions to the items requested on the Food Bid List.
These substitutions will be reviewed and approved after the bid opening.
2. Williams is happy for the bid to remain open for 90 days. However, in this current environment, pricing could change in this 90-day period.
The District will NOT accept price changes during the evaluation phase of the bid.
Vendor has requested and been granted permission to provide documentation on substitutions after bid opening (See Response 1 above). This action directly affects evaluation by adding to the amount of time that the District needs for review and approval because this step will not be done beforehand.
3. We will certainly take care of any damaged product by credit and pickup. However, the pickup may be on the next scheduled delivery.
The District agrees so long as the damaged product is picked up with no additional cost and credit is given at the time of pickup.
4. Substitutions will be an everyday occurrence for the foreseeable future. Your designated person will be contacted two days before delivery to indicate outs and suggest substitutes. A prompt response in regards to substitution preference is imperative as trucks cannot be staged until we have this information. Every effort will be made to substitute at the SAME COST PER SERVING but this will not always be possible due to a number of factors. We would expect to be paid accordingly. Please be aware that labels on 6/10 canned items are subject to change according to availability. When a change is necessary, we will always strive to replace a domestic item with another domestic item, or an import for an import should a domestic not be available.
Due to market instability, the District agrees to these provisions.
5. Where possible, we will only bid domestic product.
However, this is just not possible in many cases.
The District can accept non-domestic products with approval, but it has be an item on the list where we are required to use “Buy American” (domestic) but it is not available for us to purchase.
6. Williams has a nutritional information website that can be accessed by password. Your designated person will be able to access this site at any time. This website provides nutritional information and product data sheets for K-12 items. Please realize that all products that schools use are not K-12 items so product data sheets may not be available on these items.
This is accepted by the District.
7. Williams will immediately notify SCCPSS of any product recalls.
The District will accept immediate notification of recalls and requires vendor to follow procedures outlined in the contract.
8. Williams would ask to be notified that a sampled product meets or does not meet specifications before it is widely distributed. If an accepted product is not received well by the students, we ask that SCCPSS help us move the product out (if it was brought in at SCCPSS request) and it will be discontinued.
This is accepted by the District.
9. Williams will make every effort to bid the specified brand on the bid. However, due to availability warehouse space etc., this will not always be the case. In these cases, Williams will bid a comparable brand and item that is already stocked.
The District will accept a comparable brand as long as it meets the nutritional requirement.
10. Williams is happy to provide any samples requested as soon as we can receive them from the manufacturer.
These will be provided at “no charge” as long as the manufacturer provides them at no cost. In the unlikely event that Williams is charged, this cost will be passed along to SCCPSS.
In the event that Williams is aware that there will be a charge, the sample should not be sent.
11. Due to current supply chain issues, price increases will be a regular issue for the foreseeable future. When an increase is necessary, Williams will send the price increase and, if available, offer an alternative item which has not increased in price. We can change you to the alternative item that has not increased should you choose
to. We ask that these decisions be made immediately without complications.
The District will accept price changes when we are made aware and have granted approval of such items.
12. Williams is happy to provide monthly usage reports but they will not be in the Excel format.
Excel is preferred but is not a requirement.
B. The closing date and time for Bid 22-54 Food Products and Distribution Services has been extended until June 16, 2022 at 11:00 AM.
***ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED***
