Summary: Addendum #2 to Cedar Creek State Park Tennis Courts Rehabilitation
This is Addendum #2 to a Centralized Request for Quote (CRFQ) issued by the State of West Virginia Department of Administration Purchasing Division on behalf of the West Virginia Division of Natural Resources for rehabilitation of outdoor tennis courts at Cedar Creek State Park in Glenville, West Virginia. The project involves repairing, resurfacing, and remarking an outdoor tennis court according to attached specifications and terms and conditions. The solicitation was issued November 5, 2025, with bids closing November 18, 2025, at 1:30 PM. The contract is structured as a Central Purchase Order with a 180-day term, which allows for construction extending into May based on the timing of bid processing and Notice to Proceed issuance. The procurement folder number is 1789128, and the solicitation number is CRFQ 0310 DNR2600000004, Version 3. Bids should be submitted to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, West Virginia 25305. Inquiries should be directed to Joseph (Josh) E. Hager III at (304) 558-2306 or joseph.e.hageriii@wv.gov.
Addendum #2 publishes vendor questions and responses along with a pre-bid sign-in sheet from the pre-bid meeting held on November 4, 2025. Key vendor inquiries addressed the proposed repair methodology, asphalt overlay requirements, crack reappearance during warranty periods, weather delays, partial project completion and phased payments, alternative court covering products (Versacourt), and alternative coating systems (StreetBond). Agency responses clarified that the work must remain as specified in the construction specifications, that bidders are responsible for estimating necessary quantities for crack filling and surface leveling per sections 13.1 and 13.2 of the Project Specifications, that documented weather delays may warrant contract extension, that monthly invoicing for completed work is permitted, and that alternative products (Versacourt and StreetBond) do not meet the specific requirements outlined in sections 13.3.3 and 13.3.1 respectively. Vendors must acknowledge receipt of all addenda to avoid bid disqualification.

RFI: Vendor Questions for CRFQ DNR26*04 Cedar Creek State Park Tennis Courts Rehab
Q.1. Due to our experience & the current state of the courts, we believe that the bid package is presenting court repair methods that may fail pre-maturely and before the warranty period will expire.
We would recommend that the repair method & sequence of construction be modified to the following:
A. Clean & Prepare existing courts for re-cap by pressure washing & cleaning cracks
B. Remove existing tennis posts & fill deleted foundation voids with properly compacted materials
C. Fill cracks with acrylic patch binder, sand & Portland cement mixture
D. Place Tensar Glass Grid Re-cap Fabric over cracks to prevent crack bleed-thru
E. Tack-Coat Asphalt
F. Install Skim / Leveling course of asphalt appx 3/4" thick
G. Install 1.5" Compacted Surface Asphalt overlay to within 2-3" inside the fenceline
H. Install New Foundations & Anchors for Tennis Posts & Center Anchors
Is this an acceptable repair scope to require from all bidders?
A. No. The work will remain as stated in the construction specifications.
Q.2. If a complete asphalt surface overlay is not going to be required prior to coatings, can the asphalt repair areas that will be required be identified & quantified prior to bid submission deadline for the bidders?
A. Bidders are responsible for estimating the quantities necessary to fill all cracks and patch and level the surface as per sections 13.1 and 13.2 Project Specifications, respectively. No new asphalt is a part of this project.
Q.3. If a complete asphalt surface overlay is not going to be required prior to coatings, hairline cracks will appear within days or weeks after repair. Will the bidder be responsible for re-filling those cracks as they open back up throughout the warranty period?
A. The work and warranty must adhere to the construction specifications.
Q.4. Temperature will be our biggest opponent during this time of year can the completion date be pushed out if weather doesn't cooperate?
A. Documented weather delay can be valid grounds for contract extension. As is, the 180 day contract term will allow for construction into the month of May by the time the bids are processed and NTP is issued.
Q.5. If we are able to complete a percentage of the project but are forced to stop can we arrange payouts for work completed.
A. The selected contractor will be permitted to invoice for work monthly as it is completed.
Q.6. If this is to be left open like a design build would you be open to using a court covering product that is designed to lay over an existing court? ( Versacourt)
A. Versacourt is a tile surface and does not meet the requirements of Section 13.3.3 of the
Project Specifications.
Q.7. I am reaching out to you about the materials and products you have set for this upcoming project in Charleston, WV.

I've included the Streetbond datasheet and supporting documents for you. I have also included
Tom's and Chris's contact information.
Please let us know if Streetbond has been approved for this project.
A. Streetbond does not meet section 13.3.1 of the Project Specifications as it is not specifically designed for tennis and pickleball courts.
