The contract will be effective July 1, 2026, through June 30, 2027, with four optional one-year renewal terms through June 30, 2031. Required services include monthly inspections, documentation, invasive species removal, tree and plant trimming, vegetation planting, sediment removal, and debris cleanup to maintain compliance with Authorities Having Jurisdiction standards across approximately 88 water quality facilities located at 34 elementary schools, 9 middle schools, 6 high schools, 5 option schools, and various support facilities.
Evaluation will be based on experience and qualifications (30 points), key personnel (10 points), approach and operations (40 points), emergency response capability (10 points), price schedule (30 points), quality of proposal (5 points), and potential interviews (up to 25 points) for a total of 150 possible points. Contractors must comply with prevailing wage requirements under ORS 279C.800 to 279C.870, and contracts exceeding $50,000 require performance and payment bonds. Pricing must use the provided Price Schedule with unit rates for services and percentage markup for materials, with annual price increases limited to the Consumer Price Index for the Western Region. All personnel must maintain background clearances, and contractors must provide 48-hour notice before site visits and coordinate with school administrative staff. No overtime is authorized without prior approval. The district provides no guarantee of work volume or frequency under the master contract, and all pricing remains firm for one year and through June 30 of each contract period.
