RFP HE-22-099: LBRA Youth Mentoring Facilitation Services

This Addendum No. 1 to RFP HE-22-099, issued by the City of Long Beach Department of Financial Management on October 18, 2022, establishes questions and answers clarifying the procurement for Youth Mentoring Facilitation Services. The program will create 100 mentoring connections between City of Long Beach employees and middle school students across five Long Beach Unified School District sites (Washington, Stephens, Lindbergh, Franklin, and Hoover) during the 2022-2023 and 2023-2024 school years. The mentoring organization will facilitate on-site monthly meetings at school locations, with mentoring available during school hours until 6:00 PM. Student identification is expected by December 2022, with program implementation commencing in the second semester of the 2022-2023 school year. The contracted mentoring organization must ensure staff supervision and accountability, maintain quality mentoring connections through best practices, track financial information, and gather pre- and post-program data for third-party evaluation to assess increases in academic readiness, social connectedness, and social capital among participating students.

The City has not disclosed the budget amount, indicating it will depend on proposals received. Funding derives from the Long Beach Recovery Act's Safe Communities Plan. Organizations may submit proposals as prime contractors or subcontractors, with the possibility of multiple awards or organizational collaboration; however, only the formally awarded organization(s) will receive contract and payment. Established mentor-student relationships are not required to continue between school years. Employees are approved for up to one hour of flexible time per month with no stated maximum. Pre-data requirements have not been finalized and may be proposed by vendors, to be confirmed during contract negotiation. The City requires in-person programming exclusively; virtual delivery is not acceptable. Onsite facilitation must be provided directly by the contracted mentoring organization and cannot be outsourced to existing partnerships such as the Long Beach Promise program.

NOTICE TO PROPOSERS

ADDENDUM NO. 1: Q&A

RFP No. HE-22-099

LBRA Youth Mentoring Facilitation Services

This addendum changes and supersedes the language in the original RFP. Please acknowledge receipt of this addendum by signing and submitting with your proposal. Any proposer who fails to submit this addendum may be disqualified.

The City would like to remind Proposers that pursuant to Section 4.2 of the RFP, the City will not be responsible for or bound by (1) any oral communication or (2) any other information or contact that occurs outside the official communication process specified in the RFP, unless confirmed in writing by the City Contact or Alternate City Contact.

The City would like to make the following updates:

• Pre-Proposal Meeting slide deck and recording are attached.

The questions and answers are as follows:

1. Q: Have the schools been identified or what part of Long Beach?

A: LBUSD has tentatively identified Washington, Stephens, Lindbergh, Franklin, and Hoover.

2. Q: Could you talk about the initial program that previously occurred?

A: The previous iteration occurred at Washington Middle School and the mentors would engage in activities during the lunch hour in the school’s library. Upon review, lunch hour was not the best time to meet with mentors. LBUSD has stated that mentoring can take place anytime the school is open until 6:00 PM.

3. Q: Are you looking for one model for all sites, or will there be flexibility between schools on what works best for them?

A: Each school is different with unique programs and locations. There can flexibility with each school.

4. Q: What is the approximate amount of funds set aside for this and/or budget?

A: The City is unable to disclose this at this time; it will depend on the proposals received.

5. Q: The same students don’t need to continue to be matched with the same mentor for the duration of two years, is that correct?

Addendum # 1 RFP HE-22-099

A: Established mentor relationships are not required to roll over between school years.

6. Q: Is there a maximum of hours per month for employees to flex their time?

A: There is no maximum per se, but they are approved for up to one hour.

7. Q: Is there capacity for two organizations to collaborate?

A: It depends on the proposals received and the City may award to one or multiple organizations. Organizations may submit as a prime and subcontractor relationship. However, organizations may also collaborate. The City will ultimately only contract and remit payment to the formally awarded organization(s) who submit the proposal(s).

8. Q: Question regarding the program goals (1.3): What is the anticipated start date and length of connection, given the 2022-2023 school year has already begun?

A: The anticipated start date is the second semester of the 2022-2023 school year.

9. Q: Question regarding the program goals (1.3): Have the students to be invited already been identified?

A: LBUSD school sites are expected to identify the students by December 2022.

10. Q: Question regarding the program goals (1.3): Do you have measures identified to assess academic readiness, social connectedness, and social capital?

A: We do not have measures identified but LBUSD collects data on academic readiness and social connectedness. It is up to third-party mentoring organization to determine appropriate measures are used to assess those metrics.

11. Q: Question regarding On-site Facilitation of Mentoring Program: Are you

Expecting in-person programming, or can the program be delivered virtually?

A: We are expecting in-person programming.

12. Q: Question regarding On-site Facilitation of Mentoring Program: Question:

regarding "Collaborate with LBUSD to ensure attendance of both mentors and mentees in mentorship connection meetings. Meetings should be held at the applicable school site once a month." Do you expect monthly onsite facilitation, live virtual facilitation, or neither?"

A: We expect monthly onsite facilitation.

Addendum # 1 RFP HE-22-099

13. Q: Question regarding On-site Facilitation of Mentoring Program: Could there be the option to leverage existing partnerships like the Long Beach Promise program to "provide" that onsite facilitation?

A: Onsite facilitation is expected of the contracted third-party mentoring organization.

14. Q: Question regarding data: "Gather and share pre- and post-data to be used for evaluation by a third party. See Section 2.2.1 for Performance Metrics." - What pre-data would be required by the vendor?

A: This pre-data has yet to be determined and may be proposed. It should be finalized during contract negotiation.

15. Q: There are a few criteria listed in 4.3. that we would like clarified or elaborated further: ensuring supervision and accountability of staff; ensure quality mentoring connections; and track financial information.

A: Ensuring supervision and accountability of staff: the vendor effectively ensures staff execute the work they are responsible for.

Ensure quality mentoring connections: the vendor is able to ensure that mentoring connections are effective and benefit the mentee through best practices and modes of identifying the quality of a mentoring relationship.

16. Q: Question regarding budget: Is this project grant funded?

A: This project is funded by the Long Beach Recovery Act.

17. Q: Question regarding budget: What is the desired budget for this project? It would be beneficial to know the budget to tailor services in a more intentional way.

A: Please see Answer to Question 4.
