About this file
This Addendum No. 1, dated March 15, 2019, modifies the bidding documents for a project by the Michigan Department of Natural Resources to renovate and construct a new cool water facility at Thompson State Fish Hatchery in Manistique, Michigan. The project involves comprehensive renovation of the existing coldwater hatchery and construction of new cool water facility infrastructure, including propane tanks, horizontal directional drilling for piping, pipe insulation systems, hatching jars, and fry capture tanks. The addendum incorporates revisions to project specifications, drawings, and technical requirements across multiple divisions. A mandatory pre-bid meeting was held on March 11, 2019, with site tours conducted. Bids were due March 20, 2019, at 2:00 p.m., with the bid submission period having closed before this addendum was issued. Substantial completion is required by August 1, 2020, with entire work completion and readiness for final payment within 30 days thereafter. The project anticipates Notice to Proceed approximately 45 to 60 days after bid submission, pending administrative board approval scheduled for the second and fourth Tuesday of each month.
The project is a lump sum bid with a 5 percent contingency allowance and includes four deductive alternates. No prevailing wage requirements apply. The apparent low bidder must provide a detailed cost breakdown within 15 days of Notice to Proceed. Significant operational constraints govern construction, including requirements to maintain hatchery operations throughout construction, restrict power outages to 15-minute durations with 48-hour advance scheduling, and coordinate work around fish production schedules with highest water demand from February through May and lowest demand from June through September. The contractor is responsible for all temporary power systems, including generator rentals, fuel, and redundant backup power during extended outages. Construction hours are generally 7:00 a.m. to 7:00 p.m. with no Sunday work requested out of respect for nearby residents. The state will provide well pumps for existing shallow wells under a separate contract, metered groundwater supply at 400 gallons per minute for drilling, and electric service for construction power; the contractor pays for associated electricity consumption and all other temporary utilities and consumables.

2. Section 00800 – Appendix 1, Special Working Conditions. ADD the following Special Working Conditions:
“7.3 This is an operational hatchery that must remain open, and fully operational during the construction period. Special care shall be exercised when working around the fish or when working on any process equipment used for fish production.
7.4 Due to the Hatchery’s fish production schedules, it is recommended that most of the work associated with power and control at the Coldwater Facility take place from June 1 to September 1. These are the periods of the lowest water demand required to support the fish on station. From February 1 to
May 31, the hatchery has the highest demand for water. During this time period, power interruptions will not be allowed and all controls and alarms including the standby generator and automatic transfer switch must remain fully operational at all times.
7.5 All power outages at the Coldwater Facility must be scheduled in writing, at least 48 hours in advance of the outage. The outage must be scheduled at a time and duration agreed to by the Hatchery manager, Jan VanAmberg (vanambergj@michigan.gov) and the maintenance supervisor, Tony
Rabitaille (rabitaillet@michigan.gov).
7.6 In general, outages shall be limited to a 15 minute duration with appropriate breaks between outages, (approved by the manager in consultation with staff) and the automatic stand-by emergency generator must be functional at all times. If the stand-by generator is not fully operational, the
HDR Project No. 10052369 ADDEDNDUM 1 - 2 03/15/19 temporary power systems shall include redundant generators with automatic controls should the lead generator fail or the utility power fail.
7.7 During periods when longer outages are required, provisions for temporary power must be installed in advance of the outage. Provide generator(s) of sufficient size during these periods when longer outages are required such as when replacing main power feeders to the Coldwater Facility or the feeders to the Coldwater Facility Motor Control Centers. If any portion of the hatchery is proposed to be powered by the temporary generator, than an equally sized temporary back-up generator with automatic controls must be provided and connected so that in the event the primary (temporary) generator fails, the back-up generator can power the hatchery. Note that the size of the temporary power generators will depend on where the unit is connected and the loads it will be powering. The electric loads and the horsepower’s shown on the drawing shall be the basis of the generator sizing for temporary power.
7.8 The Contractor is responsible for all cost associated with providing temporary power including generator rentals, temporary power connections, fuel, or other consumables required to provide temporary power. The Contractor is responsible for operation and maintenance of these systems.
The Contractor shall coordinate all work with the Hatchery to insure they are trained and know who to contact should a problem arise.
7.9 For the installation of Motor Control Center, MCC-1 and MCC-2, coordinate the replacement work with the Hatchery. Provide temporary power and temporary motor controls as required to keep those systems required for fish production operational during the replacement work. The replacement work shall be scheduled in writing at least 2 weeks in advance of the work.
7.10 The hatchery’s process alarm and instrumentation system at the Coldwater Facility shall be fully functional throughout the construction period. Coordinate all wiring and connections with DNR’s
SCADA personnel to insure critical process alarms are functional.“
3. Section 01 30 00, Special Conditions. Paragraph 1.8. ADD:
“D. At the Coldwater Facility, the contractor may use electric power from the Hatchery’s metered electric service for construction power as long as the use of the Hatchery’s electric power in no way disrupts the hatchery’s operation. The contractor is responsible for providing suitable power for the hatchery operation including back up power as called out in Addended Section 00800 of the project specification. Because this is an operating Hatchery that must remain open during construction, special care shall be exercised not to overload the existing power circuits or interrupt power needed for fish production.
E. At the Coolwater facility, the State’s pumps installed in Wells’ S-4 and S-5 may be used for filling the new ponds for testing. The contractor is responsible for providing power to run the wells and is also responsible for paying for the electricity needed to run the pumps to fill the ponds.”

32 If work of subcontractor is monetarily more than the contractor who is submitting a bid to the GC, does that disqualify the bid? a.
The reason that this may happen is due to the deep well (2000’)
D-3 that is in the SOW for this project, there is no drilling contractor I am aware of in our state (MI) that could drill this well so I would need a driller from another state to come up and drill this hole and sign off on the well with my MDEQ Water Well
Drilling License. This will be the majority of our proposed bid to our GC.
The bids will be submitted by the
General Contractor. The work you describe would be a subcontract with the General Contractor. It is up to the
Contractor how they want to subcontract the well drilling work. The bids would not be disqualified
33 Well D-3. After the plastic casing is installed and ready to drill the open hole, there is a risk of damaging the bottom of the PVC as the bit exits the casing. I have had discussion about this with Al
Smith at Johnson Screens and he suggested that the bottom 10-
20 feet should be made of stainless steel and then transition to
PVC for the rest of the hole. After the stainless steel is cemented in place, it would be very unlikely to be damaged when drilling continues. Can we use SS in the bottom of the hole and then transition to PVC?
A stainless steel section of casing may be provided and attached to the bottom of the PVC casing at
Contractor’s expense.
34 The other concern is related to "air" drilling after the PVC casing is grouted. When air is used as circulation fluid, the pressure inside the casing will be much less than in the formations that are adjacent to the casing and grout. If the water level in the formations is nearly at the ground surface, emptying the casing with compressed air could cause a differential pressure of about
1250' x .43 psi/ ft of water = 537.5 psi. Indeed the pipe appears to be protected by the cement grout but the cement is more permeable than the PVC and certainly small cracks in the cement would have more leakage too. If a "micro-annulus" is present between the PVC and cement, any leakage from the formation pressure would easily collapse the pipe. If the pipe and grout is perfect, 537 psi may exceed the collapse pressure of the
"composite" casing and cement grout. I suggest drilling the open hole below the casing using reverse circulation and keep the water level inside the casing nearly at static water level to reduce the risk of collapsing the casing. Another advantage of using reverse circulation would be reduction of the wear caused by abrasion between the rotating drill pipe and PVC casing because the drill cuttings are returned upward through the inside of the drill pipe. Can reverse rotary be considered for this deep borehole?
The reverse rotary drilling method is allowable for the open portion of the borehole after the PVC casing has been grouted.
35 Is there an “American Made” steel requirement for this project? There is no "American Made" steel requirement. However, when considering items and all things being equal, Michigan-made is preferred, followed by American-made, followed by foreign-made.
36 Is this a prevailing or wage rate project? No, as stated in the Pre-Bid meeting.
HDR Project No. 10052369 ADDEDNDUM 1 - 13 03/15/19
37 Is drilling water available onsite? Per Specification 01 30 00, Special
Conditions, of the bidding documents, a
400 GPM groundwater supply will be available onsite.
38 Are the well permits for both the deep well and the domestic well being taken care of (obtained) by Thompson Fish Hatchery personnel at no cost to the drilling
Domestic well permit has been applied for by DNR. DNR will apply for the deep well permit.
39 How much time should be allocated for DEQ downhole geophysics on boreholes? Is this for each borehole before being cased? Will this work be done on a T&M basis?
Addressed in the Addendum.
40 If required, would a temporary water be allowed to be installed at the deep well site for the driller? The well would be abandoned after deep well is installed and approved.
No.
41 If everything downhole in the deep well is stainless steel (besides the check valves), is a stainless steel pump end also recommended or the DI bowl as specified?
No changes except the drop pipe will be addened to stainless steel since that is where we anticipate the most corrosion.
42 Attached is the SDS for QuickFoam, which is a product that is used in the drilling industry for certain downhole drilling functions.
Our subcontractor for the deep well has asked if this can be utilized to install part of the deep well and would like to know if this will cause issues if used if the foam comes to surface and gets into nearby streams where it can affect the fish.
Quik-Foam may be used. Per
Specification 01 35 05, Environmental
Protection Deep Well, drilling fluids shall not be allowed to enter a water body.
43 Can you re-issue sheet S7.2. I cant read some of the wording and measurements on this sheet. Please see attached for reference.
You cannot extract individual drawings from adobe. You will need to provide the supplier with the entire set of drawings via Sigma.
44 Can the pump for the domestic shallow well be 230 volt? The
480v isn't optimal. It can be done but costs a lot (thousands) extra.
A 480 volt pump is specified.
45 Domestic Well: Do you want a VFD (constant pressure) pump or standard?
The control schematic for the domestic well is shown on sheet E99.5.
46 Domestic Well: Is the well drilling company doing the drilling of the well, pump and pitless adapter installation only? If the water line to the building and pressure tank are also to be done by the drilling company please let us know where we can find the specifications.
We do not dictate who does what. The prime contractor is responsible for everything including subcontractor work. There is no pressure tank, instead a level controlled potable water storage tank in the building (P sheets) and DIV
22 spec. Well pump and pitless unit are being added to the domestic well pump spec. in this Addendum.
47 In bid section “Predator Control Netting System, Part 2 page 10 72
50 -2, item e. calls for “Wire rope sheaves – 10” O.D., bronze – bushed cast iron sheaves for 3” diameter wire rope.” This is a very large cable. We found no reference in the site plans / drawings for
3” diameter wire rope. Is this referring to non-netting work, or to some other bid section item?
There are no sheaves in the project.
This paragraph will be deleted from the specifications in the addendum.
48 In Drawing S7.2 the text of dimension numbers are corrupted and unreadable. Please provide the correct dimensions for the 1 acre netting ponds.
You cannot extract individual drawings from adobe. You will need to provide the supplier with the entire set of drawings via Sigma.
HDR Project No. 10052369 ADDEDNDUM 1 - 14 03/15/19
49 The next item has some “means and methods” questions but they are brought up because the specifications indicate that the pond liner will be installed before the bird netting and this limits access to install the netting that will cause the man hours required to install the bird netting to greatly increase. Regarding use of a boom to connect wire cable etc. to posts across a wide expanse, we have a comment about accessibility and maneuverability. The use of ladders on a sloping surface is not safe, and there is potential for damage to the pond liner material.
Would the owner consider installing the netting before the liner is installed? Will the road path be large enough to accommodate large lifts and or cranes?
The netting may be installed prior to the pond liner as revised in the
Addendum. It is the Contractors means and methods to determine installation sequence. The roadway width between ponds is shown on the drawings.
50 During bird net installation, will the road surface be dried and compacted under the liner and around the ponds---this has to do with surface stability supporting large lift and or crane equipment
The sequencing of road construction is a part of the Contractor’s means and methods.
51 Given lake weather in winter, would the project consider a center post across the width of all ponds to ensure support of nets during heavy snow and ice loads, and to extend the performance and life of the netting system?
The use of a center post was discussed early in the project and the Owner requests a clear-span netting system with no center supports.
52 Would the owner consider use of stainless steel hog rings and stainless steel pipe clamps instead of using cable ties due to time of installation and longevity of fasteners?
Stainless steel hog rings should be used
(see Addendum).
53 Midwest Bird Control provides a 1 year warranty on installation.
A maintenance plan will be required for a 10 year warranty at an additional cost.
Per Specification Section 10 72 50, 2.4, the ten year warranty is for coverage against U.V. breakdown of materials.
54 What is the Predator Bird Net Plan deadline / completion requirement on the project?
No bird predation netting completion schedule has been specified
55 Has a hazardous material assessment been done on the existing items to be removed in this project? Example- has the tank coating been tested for Lead and asbestos
See Section 00800, Appendix II.
56 Are the propane tanks and the oxygen tanks provided by the owner?
D4.2 states LOX tank by DNR. See addendum for new propane tank spec.
57 Do you have a supplier or manufacturer for the Bulk Material
Feeders (41 13 00)?
This is a performance specification.
58 Can you provide a detail at the pond edge showing the pond liner and bird netting support. Detail 3/C1.20 and detail 2/S7.3 show two different edge details for the pond liner.
See Addendum for clarification.

63 I have an image here. I feel like this will make it challenging. I would have to pour the footing. Lay a course of block. Then pour the remaining concrete with the thicken slab. Just wondering of it could either be all footing or all thicken slab or have the footing run from an exterior wall to an exterior wall and not have the footing end in the middle of the building.
Interior thickened slabs can be constructed as footings, see Addendum.
64 I have two different images one is insulation on the inside of foundation that is in S0.2 and the other has insulation on the outside on A4.6. So which one do you want?
The insulation shall be placed on the exterior side of the foundation walls as shown on sheet A2.6.
65 Drawing shows top rail and bottom wire, while the specs say top
& bottom wire. The pictures from the Wisconsin site looked like top & bottom wire. I would think that top and bottom wire is what you are looking for?
See Addendum.
66 Spec calls for 2 oz. Galvanized before Weave. I would prefer to use a better product -Aluminized Coated Steel. The warranty is better, 25 years vs. 15 years. I have not used Galvanized Fabric in
25 years.
See Addendum.
67 Gate frame states Square Galvanized Tube. Square Galvanized
Tube is not a normal product in the fence industry. Gates are normally made of Round Pipe, 1 5/8” OD or 1 7/8” OD. Gate hinges lighter weight Square Steel tubing is available, but not
Schedule 40.
See Addendum
