About this file
This Addendum #1 to RFP55-040126 is issued by Appalachian State University, a state agency in North Carolina, regarding the Varsity Gym Floor Replacement Resubmission project. The scope includes complete removal of existing maple flooring and subflooring, installation of a new ScissorLoc II floating subfloor system with 2.25" x 25/32" northern hard maple flooring, and finishing work with water-based gym floor finish. The project also encompasses disconnecting and reconnecting 38 existing volleyball/pickleball sleeve caps, removing and reinstalling bleachers, and installing cove base and thresholds. Written vendor questions must be submitted by April 10, 2026, with responses provided by April 17, 2026. Proposals are due April 28, 2026, at 2:00 PM EDT via the Electronic Vendor Portal. A site visit was scheduled for February 16, 2026, to allow bidders to observe current conditions. Work is scheduled to commence July 3, 2026, and must be completed by October 5, 2026, with the gymnasium closed during construction but adjacent areas remaining open during normal business hours.
This addendum addresses significant clarifications regarding existing conditions, particularly regarding the crawl space construction with I-beams and 2" x 4" supports, potential flooding damage, and the intentionally limited destructive investigation due to the active use of the facility during the school year. The university confirms that existing 2" x 4" anchors may remain unless water-damaged, volleyball/pickleball sleeve caps may be reused pending condition, and any cost increases from concealed conditions will be addressed through change orders executed by the university's facilities team, Planned Development Committee, and the selected contractor. Bidders are advised to account for demolition uncertainties in their pricing. The contractor will have 24/7 access to the gymnasium during the work period and must manage dust or arrange for cleaning at project completion. No specific budget or funding source is identified in the addendum. All pricing must be submitted on a Free-On-Board Destination basis, inclusive of labor, materials, sales tax, and transportation costs within North Carolina.

New Questions and Answers:
Is the new flooring system going to flush out with the existing recess in the concrete?
That is the intention whenever possible. Any change in floor height will require ADA compliance.
Has an engineer inspected the floor to determine if a change in spec is necessary?
The specs are correct.
Our facilities team worked with a flooring contractor to review the existing condition and develop specs.
“We do not have the ability or time to do any additional destructive investigation. We will need the bidders to anticipate possible unknowns and plan accordingly. We realize this is not ideal but we are unable to close the gym during the school year.”
In the event of any unknowns, who does the financial liability fall to?
We can execute change orders as appropriate, based on coordination with facilities, PDC & the selected contractor as is typical in renovation work.
I assume you had a contractor take up some of the flooring. We need the same information. Its hard to price removal, if you don’t know what’s there.
We did not have anyone take up a section of the floor because it is an actively used space. There are uncertainties in demolition, and vendors will need to account for them in the bid. We gave as much access as possible, but the gym is open and in use by our students until the date the work begins. If we uncover something that results in a cost increase, we will work with the contractor to approve a change order due to concealed conditions, as is typical in construction.
For the demo process and leveling. The two layers of existing flooring are over a "crawl space" and not a concrete slab. There are I beams and 2" x 4" anchored to the I beams. The first question is how far down is the demo supposed to go in the crawl space area. Are the existing 2x4" anchored to the beam to remain? (I have attached pictures, of the area from below) These can remain unless they are deemed too water-damaged. It is unlikely that all of these would need to be replaced but some may require replacement due to flooding
There are 38 volleyball/pickleball sleeve caps on the existing court. Are these to be reused?
The sleeves may be reused pending condition; if replacements are required this can be addressed via change order; note the cover plates are to be replaced per the specifications
Are the existing Volleyball/pickle sleeves to remain?
Yes - see above answer regarding reuse/replace
The scissorloc II system is a floating system which first layer of 1x6 would need to break on the existing 2"x4". The second layer is stapled to the first layer of 1x6 board correct?
APP State does not dictate means & methods of construction/installation; it is recommended that installation follows manufacturer guidelines and recommendations
If the 52% solids are water-based, what is required for the finish?
The specifications state a two-component water-based gym floor finish & that all seals & finishes are MFMA approved; the finish should be appropriate for a high-traffic gym facility
The new timeline is July 3rd through October 5th. Will there be 24/7 access to the gymnasium for demo and installation?
Yes, the winning bidder will be provided keys to access the work area as needed during the work period. The gym will be closed during this time; adjacent areas will be open during normal business hours (the mezzanine track will be closed, but keep in mind dust should be managed or will require cleaning at the end of work)
During the site walk, we were told As-built and additional existing information would be provided. Has that been sent over?
The only additional information we provided is the attached photo of the floor plans that was provided in the previous cancelled RFP.
We did confirm that there is No Asbestos.
Previous Questions and Answers:
Will there be a time where we can visit the site to see the current condition? A site visit to view the current condition of the space is scheduled for Monday, February 16, from 9:00 AM – 9:50 AM. This will be included in the Q&A Addendum that will be posted February 6, 2026
Will/can the original drawings for this space be provided to bidders? Attached is a floor plan for this space for review by all bidders. CAD files may be provided to the successful bidder.
What is the existing floor and what is the slab depression of the floor? The existing floor is maple, but this should be site verified. Slab depression measurements can also be confirmed during the scheduled site visit.
Are there any photos of the space that will be disseminated to bidders? Photos of the space will not be disseminated. We encourage all bidders to attend the site visit to see the current conditions in person.
Will equals to the BoD be considered, or is there no deviation to what is specified? Equals to the basis of design may be considered, provided they comply with all relevant specifications.
Do you know the two existing flooring systems currently installed in the facility? I believe they are both the same maple wood flooring. All flooring layers are visible in existing cutouts, so we can review on site
If this information is not available, would it be permissible to remove a 2' x 2' section of flooring to determine the existing floor thicknesses and accurately assess removal costs? No destructive investigations; this is a highly used academic space. There is some visibility of the conditions via existing cuts and openings in the flooring.
Are you requiring a certified bleacher company to remove and reinstall the existing bleachers, or will that scope be handled separately? Removing & reinstalling the bleachers is included in the specs.
Based on available information, it appears the bleachers may be accessed from the mezzanine above. If this is correct, how do you plan to address the difference in elevation between the top bleacher step and the mezzanine floor? These are not accessed from the mezzanine.
The floor system specified appears to be an older-style system and does not meet the performance standards of newer flooring systems currently available. Please confirm that this system is acceptable as specified. The specs are correct.
The RFP references the use of a water-based finish on a new wood floor. Please note that water-based finishes are generally not recommended for new maple floors due to increased expansion and contraction during the first year, which can lead to side bonding and panelization. For reference, please see the Maple Flooring Manufacturers Association guidance here:
https://www.maplefloor.org/en/sidebonding-and-panelization/
These specs were developed with our Facilities teams & a flooring contractor. We will align with the specs as outlined whenever possible.
