About this file
This is Addendum #1 to Request for Proposal 55-032326 issued by Appalachian State University, a North Carolina state agency, addressing questions and answers regarding the procurement and installation of an indoor facility LED scoreboard system. The project seeks a qualified vendor to supply and install a 16' 4.9" high by 59' 0.7" wide LED display with 3.9mm pixel pitch (969 square feet total, 5,898,240 pixels) at the Sofield Indoor Practice Facility for football operations. The scoreboard will be wall-mounted on a Pre-Engineered Metal Building (PEMB) structural frame using gypsum board as the subsurface. Written technical questions were due by April 2, 2026, at 5:00 PM EDT, with responses provided in this addendum. All proposals must be submitted electronically through the eVP portal by April 16, 2026, at 2:00 PM EST, with a public bid opening at that same time. Installation must be completed by June 30, 2026, before turf installation in August. The contract term is one year from the date of final execution. Site visits are currently impractical due to ongoing construction, though building access will be coordinated with the selected vendor as needed.
The addendum clarifies that no fixed budget has been finalized, with the University requesting vendor recommendations in proposals. The project is tax-exempt. The University will provide power to the base of the board, with vendors responsible for completing the final electrical run; fiber data connectivity is preferred and will be coordinated with Information Technology Services. The display must be compatible with external software systems (to be selected by the University) and support all content types including static images, motion graphics, full-motion video, scoreboard integration, and advertising content. The scoreboard requires protection from ball impact in the standard indoor athletic environment through a protective coating such as GOB or equivalent. Vendors must provide complete turnkey control systems, user-friendly content management, typical and maximum power consumption specifications, and include flexibility in design and mounting approaches. Vendors should propose based on optimal pixel pitch and viewing distance for clear image quality, with standard indoor LED display brightness levels appropriate for indoor visibility without glare. Onsite welding can be accommodated with proper coordination and safety protocols. Servicing will be performed via lift access, with vendors responsible for providing their own equipment. No prevailing wage or union labor requirements are mandated, and no formal demonstration or mock-up is required, though vendors are encouraged to provide references and examples of similar installations.

All insurance should align with the North Carolina General Terms and Conditions referenced in the RFP.
Question: What material is used for the welded frame?
Answer: The frame will be attached to a structural wall system. Final framing details will be coordinated based on the selected vendor's requirements and load specifications.
Currently, there is a Gib Board in the attached drawings.
Question: Is it allowed to welding the frame onsite as there may be sparks?
Answer: Onsite welding can be accommodated, but it will need to be coordinated with the construction team and follow all safety protocols.
Question: What is the current electrical box capacity? The LED scoreboard is huge with high electric need.
Answer: Electrical capacity is being coordinated as part of the overall project. Final requirements will be aligned with the selected system’s specifications, but yes the electrical needs for all boards has been roughed in.
Question: What is the budget for this project?
Answer: Our Budget hasn't been finalized. We would like to see what you recommend in your proposal.
Question: Why the project to be completed by the end of June? Is it for finance or event?
Answer: The target completion timeline aligns with project turnover and operational readiness for upcoming use of the facility. Also, this will need to be installed before the turf is laid down in August to avoid damage to the surface.
Question: What is the facility name?
Answer: Sofield Indoor Practice Facility
Question: How will it be serviced? Do we provide catwalks or will it be serviced by a lift?
Answer: Servicing will likely be accommodated via lift access.
Question: What is access to the building / floor / install area?
Answer: Access will be coordinated through the construction team. Final logistics will be confirmed closer to installation. We can easily give access to the building whenever needed.
Question: Who is responsible for power / data?
Answer: Power and data infrastructure are being coordinated as part of the project. Final connections will align with the selected vendor’s requirements. Owner will provide power to the base of the board. Vendor will need to finish the run.
Question: Is floor protection required?
Answer: This will be determined based on installation timing and site conditions, but should not be anticipated as the surface will not be down.
Question: Is the project tax exempt?
Answer: Yes
Question: Is there a particular software you would like included with this proposal?
Or - are you providing your own and our display needs to be able to support it?
Answer: We will be providing our own software, but have not selected a software provider. The display will need to be compatible and able to support external systems.
Please include any standard options you offer, but flexibility and compatibility will be key for us.
Reference: 5.1 Specifications, Pg. 14 Question: Maximum viewing angle of the board.
Answer: No strict requirement. Standard wide viewing angles typical of indoor LED displays are acceptable.
Question: Minimum viewing distance of the board.
Answer: No minimum requirement specified. Vendors can propose based on optimal pixel pitch and use case.
Question: Please confirm available power specifications (e.g., 120V, 208V) and whether power will be provided at the display loation.
Answer: No specific limits set. Please provide typical and maximum power consumption with your proposal.
Question: Display resolution requirements.
Answer: No fixed resolution requirement. Resolution should align with board size and viewing distance for clear image quality.
Question: Any preference on the Content Management System?
Answer: No specific CMS required. System should be user-friendly and compatible with athletics/game day operations.
Question: Would you be open to a Chip on Board control system, or are you set on wanting a rack mount control system?

Question: Is there a service entrance for access to the site area?
Answer: Yes, there is a service entrance that can be used for access to the site area. We can coordinate specific access points and logistics with the selected vendor as we get closer.
Question: The RFP requires a protective coating (GOB or equivalent) for the LED display.
Could you please confirm the type of installation environment for this project? Specifically, will the display be installed in an aquatic facility (high humidity / corrosive environment) or a standard indoor sports facility?
Answer: This display will be installed in a standard indoor athletic facility. It is not an aquatic environment and will not be exposed to elevated humidity or corrosive conditions beyond typical indoor use. However, baseballs and softballs are used within the facility, so the display will need to be protected from potential ball impact. We are open to protective coating options (GOB or equivalent) if they provide added durability and long-term performance benefits in that context.)
Question: Please confirm preferred data connection type (CAT6 or Fiber) and approximate distance from control room/IDF to display.
Answer: Fiber is preferred for reliability and performance. Final connection path will be coordinated with ITS.
Question: Should the vendor provide a complete control system, or integrate with an existing system? If existing, please provide details of the current CMS/platform.
Answer: The vendor should provide a complete, turnkey control system as part of the proposal. This should include all necessary hardware and software for content management and operation. System should be user-friendly and compatible with common athletics video and content workflows.
Question: Please provide exact installation location and mounting height/elevation of the display.
Answer: Photos Attached
Question: Please confirm any site access or installation restrictions (e.g., floor load limits, working hours, access limitations).
Answer: None unless stated by the contractor. No unusual floor load restrictions are anticipated, but equipment and lift access should be planned accordingly. Preferred work hours will be coordinated to minimize disruption to athletics activities.
Question: Please confirm if prevailing wage or union labor requirements apply.
Answer: No specific prevailing wage or union labor requirements are being mandated at this time.
Question: Is there a required spare parts percentage to be included in the proposal?
Answer: No fixed percentage is required
Question: Is a demo or mock-up required as part of the evaluation process?
Answer: A formal demo or mock-up is not required at this stage. However, vendors are encouraged to provide examples of similar installations, references, and supporting visuals to demonstrate quality and performance.
