About this file
This is an addendum to a Request for Proposals (RFP) issued by the State of New Hampshire Judicial Branch Administrative Office of the Courts for the Family Leader Pilot for Family Treatment Court and Supported Family Approach (RFP Number NHJB-2026-03). The addendum, dated July 17, 2026, provides official responses to questions submitted by potential respondents and clarifies key aspects of the solicitation. The proposal due date is July 31, 2026, at 4:00 PM. The project involves recruiting, onboarding, developing, and supporting Family Leaders with closed abuse/neglect cases who will participate in Family Treatment Court (FTC) and Supported Family Approach (SFA) development, implementation, and continuous improvement across Sullivan County and Concord. The selected vendor will work collaboratively with the New Hampshire Judicial Branch, Department of Children, Youth and Families (DCYF), the Steering Team, and other community partners to advance these initiatives.
Key pricing and operational details clarified in the addendum include that no budget cap or anticipated funding range will be provided, and bidders should submit reasonable budgets aligned with the scope of work. Family Leaders are expected to work flexible hours on a variable schedule rather than as full-time or part-time employees, adapting to different workload demands across weeks and months. Family Leaders will not be responsible for implementing FTC or SFA directly, nor will they provide recovery coaching to parents, as these services are already available through existing programs. The New Hampshire Judicial Branch will engage previously identified partners and collaborators upon contract award to assist with Family Leader recruitment. The RFP is grant-funded, requiring compliance with federal acquisition regulations and compensation alignment within the applicant organization.

REQUEST FOR PROPOSALS
RFP Addendum
Official Responses to Questions From Potential Respondents
1. Is there a budget cap or anticipated funding range for the contract?
Response: NHJB will not provide an anticipated funding range or budget cap. Proposals will be evaluated according to the RFP criteria, including the cost proposal. Bidders should submit a reasonable budget that aligns with the scope of work.
2. We understand that some work has already been completed with the Manchester court system. Will any existing curriculum, training materials, or other resources be made available to the selected contractor?
Response: The selected vendor will not be responsible for implementing Family Treatment Court (FTC) or SFA. Instead, the vendor will work with NHJB, DCYF, the Steering Team, and other partners to identify, recruit, onboard, develop, and support Family Leaders with closed abuse/neglect cases who will participate in FTC and SFA development, implementation, and continuous improvement. The selected vendor will lead this work among partners engaged in the development or improvement of FTC in Sullivan County and FTC or SFA in Concord, as these initiatives continue to evolve.
Manchester currently implements Supported Family Approach (SFA). There is a brief overview available at this link: Family Treatment Court | New Hampshire Judicial Branch.
3. Is there an existing or developing list of partners and collaborators who may assist with recruitment?
Response: Yes. NHJB will work with the selected vendor to engage these partners upon award.
4. Is the expectation that Family Leaders will be hired as full time, part time, or per diem employees?
Response: A flexible set up will be best. It is anticipated that family leaders will work various hours during different weeks and months.
