About this file

This document is Addendum #1 to a Request for Proposal (RFP #NHDOC 2026-02) issued by the New Hampshire Department of Corrections for Prison Rape Elimination Act (PREA) Audit Services. The RFP is scheduled to close on October 3, 2025, at 2:00 PM, with electronic proposal submissions preferred but hard copy submissions also accepted. The addendum addresses four key questions from potential bidders regarding proposal submission requirements, including clarifications on financial statements, electronic submission protocols, and certificate of good standing.

The addendum specifies that financial statements are mandatory for bid submission, and electronic bids must include separate copies of technical proposals, cost proposals, and ancillary documents. Bidders not previously registered with the state of New Hampshire can obtain a certificate of good standing, which is required as part of the bid package. The contract administrator is Kaledonia DuBrey, who can be reached at DOC:Contracts@doc.nh.gov, with additional bid information available on the state's purchasing and corrections websites. All changes noted in the addendum supersede previously submitted documents and must be included with the final bid submission.

ADDENDUM # 1 TO PROPOSAL INVITATION RFP #NHDOC 2026-02

CLOSING DATE: October 3, 2025 2:00 PM

FOR: PRISON RAPE ELIMINATION ACT (PREA) AUDIT SERVICES

Question 1: Would a letter of good financial standing be accepted in place of financial statements?

Answer 1: Per SECTION E: Content and Requirements for a Proposal, Financial Statements are a requirement for submitting a bid on this contract.

Question 2: What is the protocol/format for submitting the proposal via email?

Answer 2: Electronic submissions include the same content as hard copy submissions.

They should include separate copies of: Technical proposal, Cost proposal, Ancillary documents. Please refer to SECTION E: Content and Requirements for a Proposal.

Question 3: On page 11, Section D: Process for Submitting a Proposal states electronic is preferred. Just wanting to clarify that there is no need to submit a hard copy as well if we submit via email?:

Answer: Bids can be submitted either way. If an electronic bid is sent there is no requirement to also submit a hard copy.

Question 4: On page 48 of the proposal checklist, it is requested that we provide a certificate of good standing. We have not done business with the state of NH so we are not registered, since there is a cost associated, is it possible to register after award if we were to get the contract?

Answer: We do require a certificate of Good Standing as part of a bid.
