About this file
Addendum #1 to RFP DES 2026-14 issued by the New Hampshire Department of Environmental Services (NHDES) addresses clarifications and corrections to the Wastewater Flow Metering Services procurement for the Winnipesaukee River Basin Program (WRBP). The addendum responds to seven substantive questions from prospective bidders regarding submission requirements, technical specifications, cost proposal formatting, and contract terms. Key clarifications include confirmation that both hard copy and electronic copies are required for proposal submission (with flexibility in delivery methods), verification that groundwater infiltration and peaking factor analysis capabilities must be documented in proposals but are not routinely required for data collection and reporting, and correction of a typographical error identifying Tilton (not Northfield) as the location referenced in Exhibit C line item A. The RFP deadline of 3:00 PM on April 10, 2026, remains unchanged.
The addendum provides critical guidance on cost proposal preparation, including provision of an Excel spreadsheet template (Exhibit C) to standardize bidder responses and clarification that pricing for anticipated optional services in fiscal years 2030 and 2031 should self-populate from the assumptions table. Bidders are instructed to provide monthly pricing for meter monitoring services across six-month periods and are informed that no bid bond is required for submission. The responses demonstrate the contracting agency's intent to remove administrative barriers while maintaining documentation standards and ensuring that qualified firms can accurately propose services across the five-year contract term (FY2027-FY2031) with associated optional service requirements at nine permanent monitoring locations and up to six temporary deployment sites serving ten member municipalities in the region.

Addendum #1 to RFP DES 2026-14 Wastewater Flow Metering Services April 7, 2026
There is NO CHANGE to RFP due date or time.
Response to questions:
1. The RFP states that each firm shall submit one hard copy and one electronic copy, but then goes on to say that "...Proposals shall be submitted in a sealed envelope clearly marked as “Proposal for WRBP Flow Metering Program” or emailed to sharon.a.mcmillin@des.nh.gov." Is an email only submittal acceptable?
Answer: Both a Hard copy and electronic copy are needed. (a) A USB drive can also be mailed/delivered with the hard copy or (b) the hard copy can be mailed/delivered and the submission emailed to me to satisfy the requirement.
2. The example report (Attachment 4) does not include all quantities as required by the RFP, like Groundwater Infiltration and Peaking Factors. This is not a problem for us, but please confirm this is required, since it will come with additional effort on the part of our Data Analyst.
Answer: The capability to do the groundwater infiltration and peaking factor analyses needs to be in place (affirmative statement in the proposal) but is not routinely required in data collection or reporting.
3. In Exhibit C, the cost proposal, line item A under "Assumptions for As-Scheduled Services" references location TN-1. Is this referring to Northfield?
Answer: This is a typo – corrected on attached Exhibit. This location is the current one in Tilton where the town has done jetting and required meter removal and re-installation.
4. Could you please provide an excel spreadsheet of Exhibit C to assist us in generating our cost proposal?
Answer: See attached Excel spreadsheet.
5. In Exhibit C, within the contract price limitation summary table at the top, the pre-determined pricing for Anticipated Optional Services and Contract Price per FY only carries through FY27-FY29, leaving FY30 and FY31 blank, but it appears to be complete for all 5 FYs within the Assumptions for As-Scheduled Services table. Is EST inputting our own pricing there for FY30 and FY31, or using the pricing from the assumptions table?
Answer: Price entries should self-populate into the Exhibit C Excel spreadsheet.
6. In Exhibit C, within the Assumptions for As-Scheduled Services table, line item B references up to 6 meters for 3 times at 6 months for 18 months total. Are we to provide pricing per meter or per month?
Answer: Per month for each 6-month period to roll up to annual total.
7. Confirm if a bid bond is required for submitting this RFP?
Answer: No.
