About this file
This is Addendum #1 to the Request for Proposals (RFP-2027-NHVH-01-TSTAF) issued by the New Hampshire Veterans Home (NHVH) in Tilton for temporary kitchen and dietary staffing services. The addendum addresses 15 clarifications submitted by prospective vendors regarding proposal requirements, staffing needs, and contract terms. Proposals are due July 14, 2027 at 4:00 PM EST. The scope includes temporary staffing for positions such as waitstaff, kitchen staff, cooks, and dishwashers, with shifts typically operating between 5:00 AM and 10:00 PM daily and ranging from 2 to 10 hours per shift. Staffing levels will vary week to week based on agency needs and budget availability. The agency reserves the right to award contracts to multiple vendors at its discretion and may extend the contract for an additional two-year term.
Key clarifications in the addendum establish that completed Appendix B must be included within the ten-page proposal limit, with only financial strength documentation excluded from pagination requirements. Vendors may submit proposals via either electronic email or physical delivery (original plus four copies), but only one submission method is required. ServSafe certification is preferred but not required. Compensation will be a flat hourly rate for work up to 40 hours weekly (Friday 1:00 AM through Thursday 11:00 PM), with overtime compensated at 1.5 times the hourly rate; no premium or holiday pay applies beyond these rates. There is no incumbent contractor, and the agency anticipates this is a new service requirement driven by current staff shortages rather than a recompete or extension of existing services. Historical usage data is unavailable, as staffing volume and contract value will depend on vendor pricing and budget availability at the time of award.

Addendum #01 to BID invitation RFP-2027-NHVH-01-TSTAF
Date/Time of Bid Closing: July 14, 2027 4pm EST
1. Can the agency please clarify whether the completed Appendix B is included within the ten-page limit, or whether Appendix B may be submitted separately without counting towards the page limit? Appendix B should be included in the ten page limit.
2. Other than the Financial Strength documentation specifically excluded from the page limit, may vendors submit additional supporting documents (e.g., license, certifications, sample forms, resumes, organizational charts, or project summaries) without those documents counting toward the ten-page limit, or are all such attachments included within the page limitation? The only documents excluded from the 10 page limit would be the financial strength documentation.
3. Please confirm whether vendors are required to submit both:
-one electronic proposal via email, and -one physical proposal (original plus four copies), Or whether submission through either method is acceptable. Only one method is required, either is acceptable.
4. Will this solicitation result in a single contract award, or does the Agency intend to award contracts to multiple vendors? Per the RFP Section 3: A, this may be a non exclusive contract, the agency reserves the right, at it’s discretion, to retain other contractors to provide any of the services or deliverables identifies in the RFP.
5. Is this solicitation for:
-a new service requirement -a recompete of an existing contract, or -an extension/replacement of a current contract?
There are no additional service requirements, and no existing contracts for food/dietary temporary staffing are in place. These services are primarily due to current staff shortages.
6. If this is an existing contract, would the Agency please identify the current incumbent contractor(s)? There is no existing contract for food/dietary temporary staffing.
7. Can the Agency provide any historical information regarding anticipated staffing needs, such as:
-approximate number of temporary staff utilized annually, -average weekly or monthly shifts, -estimated annual hours, or -estimated annual contract value?
It is unknown at this time as to how much staff will be needed and/or how much the contract would be for as this will be dependent on the rates provided and what we have available in our budget at the time of award.
8. Can the Agency provide additional information regarding the typical shifts to be filled (e.g., first, second, third, weekends, holiday) and whether there are any anticipated minimum or maximum staffing levels? Our food service department typically works between 5am-10pm with varied shifts between those times. Hourly shifts may vary from 2-10 hours per shift. Anticipated staffing levels are unknown at this time and will vary from week to week.
9. Should vendors provide a single flat hourly rate regardless of hours worked, or will overtime, holiday, or premium pay be reimbursed separately when required under applicable labor laws? The flat hourly rate should be for any work up to 40 hours from 1am on Friday morning to 11pm on Thursday evening. Anything over 40 hours per employee will be paid at 1.5 times the hourly rate for overtime. There are no premiums or holiday pay in addition to these rates.
10. Is ServSafe certification considered optional/preferred, or does the Agency anticipate requiring a minimum percentage of assigned personnel to hold this certification? ServSafe certification is preferred but not required.
11. If an incumbent contractor is currently providing these services, will there be a transition period prior to contract commencement to facilitate onboarding and staffing continuity? There is currently no incumbent contractor.
12. Would the Agency clarify whether the experience with on-site services as a contracted vendor is intended to evaluate:
-previous kitchen/dietary staffing experience specifically, -healthcare facility staffing experience generally, or -broader temporary staffing experience involving on-site personnel in a comparable environments?
On-site services as a contracted vendor will be evaluated based on any and all of the above experiences.
13. Is there a current incumbent vendor providing temporary kitchen/dietary staffing services to NHVH? There is not a current incumbent vendor.
14. If yes, can the current vendor name and current bill rates be shared? N/A
15. Can NHVH provide any historical usage information, such as average weekly hours, average number of shifts, or commonly requested roles?
Average shifts can range from 2-10 hours per shift, primarily between 5am-10pm daily. Average number of shifts will vary from week to week. Requested roles may include but are not limited to: waitstaff, kitchen staff, cooks, dishwashers, etc.
