Exhibit “A” Scope of Service
Development of a Continuous Friction Measurement Program in Florida
BACKGROUND
Road surface friction is a critical factor in maintaining road safety. It directly impacts vehicle handling, braking efficiency, and overall traffic safety. Low friction surfaces, often caused by wet or icy conditions, wear and tear, or contamination by oils and debris, can lead to increased stopping distances, higher chances of skidding, and a greater likelihood of crashes. Continuous monitoring of road surface friction can help mitigate these risks by providing real-time data to road authorities and maintenance crews.
Florida, known for its diverse and often challenging weather conditions, including heavy rainfall and hurricanes, faces unique road safety challenges. Currently, road surface friction monitoring in
Florida is generally performed through locked-wheel friction tester (LWFT) in accordance with
ASTM E274 and mean profile depth with ASTM E1845. However, this test method measures friction and texture at discrete points where the wheel is locked, which may miss variations in friction between test points, potentially overlooking localized areas with low friction or texture.
Meanwhile, continuous friction measuring equipment (CFME) is increasingly recognized and recommended by transportation authorities and standards organizations for continuous friction measurement. The CFME provides continuous, real-time friction measurements along the entire length of the surveyed road and includes new safety reporting elements including International
Roughness Index (IRI), Rutting, Mean Profile Depth (MPD), Cross-Slope, Grade, and Imaging.
These high-resolution elements provided by CFME are particularly important when assessing roadway safety with tire/surface contact, geometry, and drainage.
Continuous friction measurement systems can significantly enhance current LWFT based skid hazard reporting (SHR) program and safety efficiency. Implementing such a system aligns with
Florida's Target Zero safety initiative by proactively identifying and mitigating road hazards, enhancing data-driven decision-making, reducing fatalities/serious injuries, and improving overall road safety.
Project Objective(s)
The objective of this research study is to develop a continuous friction measurements program
(CFMP) in Florida to enhance road safety and optimize road maintenance by providing continuous real-time data on road surface friction, geometry, and related safety conditions. The specific objectives are as follows:
1. Literature Review of CFME Technology and Programs
2. Gap Analysis, Data Collection, and Harmonization of LWFT and CFME for Florida
Pavements
3. Implementation Plan for Continuous Friction Measuring Equipment and Testing Program for Florida Pavements, Including Assessment of Infrastructure and Return on Investment
(ROI)
4. Recommendation for Data Integration of CFME with Skid Hazard Reporting (SHR) system
5. Development of a Strategic Roadmap and Digital Framework for a New Friction
Management Program
RESEARCH PLAN
The Vendor must provide a detailed research plan for accomplishing the project objective and producing the required deliverables. The research plan must demonstrate an understanding of the issues and soundness of the approach to meeting the objective. In addition, the plan must be practical and can be realistically accomplished within the constraints of available funds and contract time.
Project Kickoff Teleconference
The Vendor will schedule a kickoff meeting that shall be held within the first 30 days of contract execution. The kickoff meeting will consist of a webinar at least 30 minutes in length. The purpose of the meeting is to review the tasks, deliverables, deployment plan, timeline, and expected/anticipated project outcomes and their potential for implementation and benefits. The principal investigator shall prepare a presentation following the template provided at https://www.fdot.gov/research/project-mgt-resources.shtm.
The project manager, principal investigator, and research performance coordinator shall attend.
Other parties may be invited, if appropriate.

• Use advanced data analytics to process and analyze the collected data.
• Harmonize LWFT and CFME by developing speed correlations and equivalent friction numbers for FDOT surface types.
• Evaluate and incorporate relevant CFME data collection elements.
• Develop equipment precision estimates for data collection elements.
For data collection activities, CFME equipment will be leased and operated by a vendor as part of the research contract and LWFT equipment will be operated by FDOT and available for project testing.
Task 4 Deliverable: Upon completion of Task 4, the Vendor will provide to the Research Center at research.center@dot.state.fl.us a written report of data analysis results, harmonization results, and precision estimates.
