Exhibit “A” Scope of Service

Continuous Friction Measuring Equipment Assessment and Testing Results for Florida Pavements

BACKGROUND

Road surface friction is a critical factor in maintaining road safety. It directly impacts vehicle handling, braking efficiency, and overall traffic safety. Low friction surfaces, often caused by wet or icy conditions, wear and tear, or contamination by oils and debris, can lead to increased stopping distances, higher chances of skidding, and a greater likelihood of accidents. Continuous monitoring of road surface friction can help mitigate these risks by providing real-time data to road authorities and maintenance crews.

Florida, known for its diverse and often challenging weather conditions, including heavy rainfall and hurricanes, faces unique road safety challenges. Currently, road surface friction monitoring in

Florida is generally performed through locked-wheel friction tester (LWFT) in accordance with

ASTM E274 and mean profile depth with ASTM E1845. However, this test method measures friction and texture at discrete points where the wheel is locked, which may miss variations in friction between test points, potentially overlooking localized areas with low friction or texture.

Meanwhile, continuous friction measuring equipment (CFME) is increasingly recognized and recommended by transportation authorities and standards organizations for continuous friction measurement. The CFME provides continuous, real-time friction measurements along the entire length of the surveyed road and includes new safety reporting elements including International

Roughness Index (IRI), Rutting, Mean Profile Depth (MPD), Cross-Slope, Grade, and Imaging.

These high-resolution elements provided by CFME are particularly important when assessing roadway safety with tire/surface contact, geometry, and drainage.

Continuous friction measurement systems can significantly enhance current LWFT based skid hazard reporting (SHR) program and safety efficiency. Implementing such a system aligns with

Florida's Target Zero safety initiative by proactively identifying and mitigating road hazards, enhancing data-driven decision-making, reducing fatalities/serious injuries, and improving overall road safety.

Project Objective(s)

The objective of this research study is to advance a continuous friction measurements program

(CFMP) in Florida to enhance road safety and optimize road maintenance by providing continuous, real-time data on road surface friction and related safety information. The specific objectives are as follows:

1. Literature Review:

• Nationwide review of current CFME programs and integration for best safety practice.

• Conduct a gap analysis on the Department’s pavement friction management program and safety office including the new Safety Analysis and Financial Evaluation

Technology (SAFETY) System practices and identify any gaps or shortcomings.

2. Continuous Friction Measuring Equipment Assessment and Testing Results for

Florida Pavements:

• Harmonize LWFT and CFME by developing speed correlations and equivalent friction numbers for FDOT surface types.

• Evaluate and incorporate new CFME data collection elements.

• Develop equipment precision estimates for all data collection elements.

• Develop survey protocol, data collection and calibration procedures, data quality management plan, Florida Test Methods, and Guidelines for CFME.

3. Integration of CFME with Skid Hazard Reporting (SHR) system and Safety Analysis and Financial Evaluation Technology (Safety) System:

• Enhance or supplement SHR database to incorporate new data elements collected by CFME.

• Update SHR to incorporate Signal 4 Analytics (from CARS) for crash analysis.

• Develop Safety review process and reporting tools to include the new SHR and

SAFETY System to be dynamic and automated to notify District of safety issues.

• Develop an interactive reporting system that provides countermeasure-level analytics for locations where risk factors are high

4. Infrastructure Assessment and Return on Investment (ROI):

• Considering safety benefits of implementation, develop roadmap for long term safety investments.

• Infrastructure needs of equipment, staffing, data/reporting, and budgeting.

• Develop a ROI evaluation including benefit to cost of program.

5) DIVERSITY ACHIEVEMENT

DISADVANTAGED BUSINESS ENTERPRISE (DBE) UTILIZATION

The Department, in accordance with Title VI of the Civil Rights Act of 1964, 42 USC 2000d- 2000d-4, Title 49, Code of Federal Regulations, U.S. Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that the Department will affirmatively ensure that in any contract/agreement entered into pursuant to this advertisement, minority and disadvantaged business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated on the basis of race, color, national origin, or sex in consideration for an award.

The Department encourages DBE firms to compete for Department contractual services projects, and also encourages non-DBE and other minority contractors to use DBE firms as sub-contractors. The Department, its contractors, suppliers, and consultants shall take all necessary and reasonable steps to ensure that disadvantaged businesses have an opportunity to compete for and perform contract work for the Department in a nondiscriminatory environment. The Department shall require its contractors, suppliers, and consultants to not discriminate on the basis of race, color, national origin, religion, gender, age, or disability in the award and performance of its contracts.

Federal law requires states to maintain a database of all firms that are participating or attempting to participate in DOT-assisted contracts. To assist the Department in this endeavor, proposers are requested to submit the Bidder’s Opportunity List with their Price Proposal Sheet. The list should include yourself as well as any prospective sub-contractor that you contacted or who has contacted you regarding the project.

Proposers are requested to indicate their intention regarding DBE participation on the Anticipated DBE Participation Statement and to submit that Statement with their Price Proposal Sheet. After award of the contract resulting from this RFP, the awarded Vendor will need to complete the “Anticipated DBE Participation Statement” online through the Equal Opportunity Compliance (EOC) system within 3 business days after award of the contract. The link to access the EOC system is https://www.fdot.gov/equalopportunity/eoc.shtm. This will assist the Department in tracking and reporting planned or estimated DBE utilization.

During the contract period, the Vendor will be required to report actual payments to DBE and MBE subcontractors through the web-based EOC system. All DBE payments must be reported whether or not you initially planned to utilize the company. In order for our race neutral DBE Program to be successful, your cooperation is imperative. If you have any questions, please contact EOOHelp@dot.state.fl.us .

Additional information about the EOC system can be found on the Equal Opportunity Office (EOO) website at https://www.fdot.gov/equalopportunity/default.shtml. A help manual on how to use the system will be available within the EOC application. If you have any questions or technical issues, please contact the EOO help desk at EOOHelp@dot.state.fl.us.

To request certification or to locate DBEs, call the Department of Transportation’s Equal Opportunity Office at (850) 414-4747, or access an application or listing of DBEs on the Internet at
