About this file
This document is a Questions and Answers (Q&A) addendum for the Florida Department of Transportation's (FDOT) Request for Proposal (RFP) DOT-RFP-25-9077-CA for Continuous Friction Measuring Equipment Assessment and Testing Results for Florida Pavement. The project has a planned duration of 30 months, with proposals due on May 13, 2025, at 2:00 pm local time. The RFP is open to all responsive vendors and universities nationwide, seeking a comprehensive assessment of pavement friction measurement technologies. Key aspects of the project include developing protocols, procedures, and guidelines for locked-wheel friction testing, accessing FDOT's Skid Hazard Reporting (SHR) and Safety Analysis and Financial Evaluation Technology (SAFETY) systems, and creating implementation strategies for friction management.
The technical proposal does not have a strict page limit but should be concise and address proposed tasks. FDOT will conduct locked-wheel testing with its staff as part of the contract and can provide access to SHR and SAFETY information subject to Office of Information Technology security rules. Basic guidelines, protocols, procedures, flow charts, and legacy guidelines already exist and will serve as building blocks for bringing the proposed technology to implementation status. The department seeks to develop a comprehensive approach to pavement friction measurement that can be adapted and improved over time, with potential for future technological advancements in road safety assessment.
