SUBJECT: Addendum 1 - RFP No. DPW 2025-003 – Town Lawn Mowing and Maintenance
Services
This Addendum reduces the number of mowing sites, requests that bidders complete the table below, and includes information on management of traffic and the Town’s billing process.
1. The number of mowing sites has been reduced to 48 locations. See Attachment 1 for the revised list of mowing sites.
2. Site 21 is the Adam and Emily Plummer Park, scheduled for development into a Lazy
Meadow landscape (pictured below) with pathways and a central grassy area, within the next
4 to 6 months. The design concept is below. Note that the design includes meadow grasses over most of the site. Through this Addendum 1, the Town requests that bidders complete the table below with a Work Description for managing meadow grasses, Estimated
Labor/Occurrence, Occurrences Per Year, and Total Annual Fee.

Department of Public Works
3. Should Management of Traffic be included in the bidder's cost estimate?
Some work sites may require blocking a travel lane while work is underway, in which case the contractor is expected to comply with state requirements for the management of traffic
(MOT). Include the cost of MOT in the Labor Estimate table for those locations requiring a travel lane to be blocked. Place an asterisk (*) in the Total Annual Service Fee column for those sites that require MOT.
4. How should work be invoiced to the Town?
The Contractor shall bill the Town for work completed in the prior month. Maintenance costs along East-West Highway (MD 410) shall be identified separately on each invoice.
Additionally, twice annual planting costs are to be shown separately on the respective invoices. The following documentation is required with each invoice:
1. Number of mowing events per site for the timeline reflected in the invoice;
2. Total cost for mowing the sites; and
3. The following data for work along East-West highway, as required for reimbursement of the Town’s cost by the Maryland Department of Transportation:
• Bags of litter collected;
• Size of bag;
• Description (list) of equipment used; and,
• The number of hours worked.
