About this file

This is Addendum #1 to the bid documents for the Bethel Church Road Waterline Relocation project issued by the Putnam County Board of Commissioners in Georgia. The project encompasses the relocation of approximately 2,100 linear feet of 12-inch water main, installation of 100 linear feet of 12-inch jack and bore crossing under US Highway 441, steel casing installation, fire hydrant and gate valve installations, relocation of a 12-inch meter and valve vault, cutting and grout filling of existing water mains, connections to existing water mains, erosion and sediment control, and traffic control work. The addendum, issued April 15, 2022, revises the original bid date from April 21, 2022 to April 28, 2022 at 2:00 P.M. Key modifications include revised bid form items reflecting changes to the scope of work, introduction of alternate bid options for modified pipe material and Highway 441 jack and bore construction methods, relocation of the proposed jack and bore crossing to the intersection of Bethel Church Road and US Highway 441, and changes to the water meter and valve vault relocation specifications and location. The measurement and payment sections were revised to specify lump sum payment bases for flowable fill and water meter vault relocation, and per-acre measurement for clearing and grubbing activities. Bidders must acknowledge receipt of all addenda on the bid form, with the understanding that bid submission constitutes acknowledgement of receipt regardless of formal acknowledgement.

The base bid includes 16 line items with specified quantities and unit prices, including rock removal at $60.00 per cubic yard, various water main installation methods, valve and hydrant assemblies, fittings, connections, and a $20,000 supplemental work allowance. Two sets of alternate bid items are provided: Alternate B addresses modified pipe material using 12-inch ductile iron pipe instead of C-900 PVC, while Alternate C addresses the Highway 441 jack and bore crossing with options for open cut and jack and bore installation methods. The owner will select either the total base bid or the altered total bid incorporating alternate items, with all alternate items either fully selected or fully rejected. Bidders must submit bid security equal to 5 percent of the total bid price, and the selected contractor must execute the agreement and required bonds within 15 days of the owner's notice of award. The contract time for substantial completion is 120 calendar days from the date the contract times commence. All costs for work necessary for a complete and operational system not specifically listed as a separate pay item must be included in the bidder's selected line item prices, with no additional compensation provided.
