Addendum 1 - Questions, Comments and Clarification Requests for RFP Holders Town of Frisco Downtown Complete Streets Plan Granite Street Final Design Responses by: Christopher McGinnis, Town Engineer

Question 1. Can the Town please provide a copy of the existing water system mapping for the Granite Street area for reference in developing our proposal?

Response: A pdf of the Town’s GIS water system data will be provided upon request. Please note that data may be inaccurate. According to the data, the water mains run in the alleys and not in Granite Street, other than crossings at the intersections. Due to the non-existence of water infrastructure in Granite Street, the consultant shall review compliance with IFC requirements and design laterals and hydrants as required.

Question 2. Would the Town be willing to provide an assumption of the number of properties that would be impacted by easements, so all consultants are providing a fee with the same base assumption?

Response: There are approximately 50 properties adjacent to Granite Street. It could be assumed that 50% of these properties will require temporary easements, resulting in 25 temporary construction easements.

Question 3. What does LCC stand for?

Response: LCC is an abbreviation for lighting control center. However, the Town of Frisco is currently in the process of replacing its lights on Main Street with custom solar lights. Proposers shall assume that pedestrian lighting will be specified as custom solar lights matching Main Street and therefore, will not require a lighting control center. Other references in the RFP to hardwired requirements shall be deleted from the proposal. Proposers shall not include costs to design hardwired requirements.

Question 4. Who will be responsible for maintaining the lighting post construction? Is there a memorandum of understanding between Xcel and the Town?

Response: There is not a memorandum of understanding between Town and Xcel. It shall be assumed that new lights will be specified as custom solar lights and the Town will own and maintain all lights.

Question 5. Does the Town intend to install wired or solar-powered lighting? If the latter, is the intent of the electrical design for providing backup power to the lights?

Response: The Town intends to install solar-powered lights. Electrical design requirements relating to hardwired power shall be deleted from the RFP and not included in proposed services.

Question 6. Per the RPF, Contractor’s certificate of insurance shall provide that the coverage afforded under the policies shall not be canceled, terminated, or materially changed until at least thirty (30) days' prior written notice has been given to Frisco. Should Contractor’s insurance only be endorsed to provide thirty (30) days’ notice of cancellation, would this be acceptable should Contractor provide the required notice for termination or material change in coverage?

Response: Correct, Contractor’s (Consultant’s) insurance policy shall be endorsed to provide a minimum of 30 days notice prior to making any material changes.
