About this file
This document is Addendum 1 for a Request for Proposal (RFP) issued by the Florida Division of Emergency Management (FDEM) for Inspection & Assessment Services Contractors for the Elevate Florida program. The solicitation seeks to establish a pool of qualified contractors to provide inspection and assessment services for a statewide residential mitigation grant program. The initial contract term will run from execution date through December 31, 2027, with the agency currently anticipating funding approximately 1,500 projects. The program covers four project types: elevation, mitigation reconstruction, acquisition-demolition, and wind retrofits. Respondents must submit proposals by March 31, 2025, with an anticipated Notice of Intent to Award on April 14, 2025.
The RFP requires unit pricing for various inspection and assessment service types, including structural integrity assessments, construction inspections, geotechnical reports, elevation certificates, demolition inspections, and wind retrofit assessments. Pricing must be all-inclusive, covering travel expenses and associated costs. The evaluation will score proposals based on technical criteria (relevant experience, capability and capacity, technical approach) and pricing, with a maximum of 100 points possible. Currently, over 5,500 applicants have applied, with the highest concentrations in regions 3, 6, and 9. Respondents must have a licensed engineer responsible for oversight and review of inspections, and all contracted staff will be required to pass a level 2 background check at the contractor's expense.
