About this file
This document is Addendum #1 for a Request for Offer (RFO) Number 25C048000 issued by the California Highway Patrol (CHP), which revises the bid due date from May 21, 2025, to May 28, 2025, at 11:00 a.m. The solicitation is for dispatch services, seeking three full-time resources over a two-year period. The procurement is classified as a Tier 1 TDDC (Technology Driven Digital Contract) with resources expected to work approximately 40 hours per week, with work hours typically scheduled between 7:00 a.m. and 7:00 p.m., excluding weekends and state holidays.
The contract is estimated at approximately $750,000 annually, totaling $1,500,000 over the two-year period. The current incumbent vendor is SDI Presence LLC. The addendum clarifies several key points, including the removal of a previously mentioned Geospatial Engineer role and providing guidance on how vendors should structure their understanding and approach to the work. The contract's actual hours and duration may be flexible, contingent on project needs and the department's ongoing requirements. Vendors are advised that while full-time positions are anticipated, the exact hours and contract length may vary based on project status.

ADDENDUM NUMBER 1
TO
RFO - NUMBER 25C048000
DISPATCH SERVICES
CALIFORNIA HIGHWAY PATROL
Addendum #1 revises the Invitation for Bid Due Date from:
Wednesday, May 21, 2025, to Wednesday, May 28, 2025 . The Bid Packet will still be due at 11:00 a.m.
1. Is there an incumbent vendor for these services?
a. Yes, SDI Presence LLC
2. Would CHP please consider extending the due date by 1-week?
a. Yes, we will extend the due date by 1 week to 5/28 at 11:00am
3. Section 5: response Requirements Paragraph A. States this will be a Tier 1 TDDC procurement which has a maximum budget of $500K. CHP also states they are looking for 3 full time resources over a 2-year period. Can CHP please confirm if the budget for this contract is $500K?
a. The contract is estimated at roughly $750,000 annually or $1,500,000 over the 2 year period.
4. The RFP states “Offerors must address the following questions on Attachment 8..”, but there are no questions on Attachment 8. Can CHP please provide more guidance on how to structure our understanding and approach responses to help vendors pass this requirement?
a. The Offerors must provide a narrative describing their understanding and approach to the performance of the work described in this RFO and Exhibit A, Statement of Work.
5. There is a Geospatial Engineer listed in the cost worksheet, but there are no corresponding "Technical Requirements" or "Attachment 6.x Evaluation Criteria" for this role. Could you please clarify if this is intentional?
a. Mention of a Geospatial Engineer is by mistake. That requirement has been omitted.
6. The total of 4,032 hours over 48 months (four years) equates to 84 hours per month, which is approximately 50% of a full month. Could you please confirm if it is CHP's intention that these resources be part-time, not exceeding 21 hours per week?
a. On the SOW, 5.1 Work Hours - The contracts are full-time positions of approximately forty (40) hours per week, but not guaranteed, depending on project needs, for an estimated total of twenty-four (24) months. The weekly hours and the duration of the contract may be less or more, depending upon project status and the Department’s ongoing need for the services. Work hours can be negotiated; however, the workday will usually be scheduled between the hours of 7:00 a.m. to 7:00 p.m. Work will generally not be performed on weekends or State holidays.
