This is a Statement of Work (SOW) for the California Highway Patrol (CHP), specifically for Dispatch Technical Services Contractors under Request for Offer (RFO) #048CP2404. The document outlines a contract for technical support services for the CHP's Computer Aided Dispatch (CAD), Mobile Digital Computer (MDC), and 9-1-1/Next Generation 9-1-1 (NG9-1-1) systems. The contract is for an estimated 24 months, with contractors providing technical expertise in SQL Database Administration, Server Administration, and Citrix Administration. Key responsibilities include supporting the CAD system across 24 communications centers statewide, maintaining system infrastructure, performing database and server management, implementing system upgrades, and providing technical training and mentorship.

The contract will require contractors to work primarily at CHP Headquarters in Sacramento, with potential for remote work as approved. Staffing will involve full-time positions of approximately 40 hours per week, with work typically scheduled between 7:00 a.m. and 7:00 p.m., excluding weekends and state holidays. The CHP will provide computers, automated tools, and office space. While specific pricing details are not explicitly stated in the document, the SOW indicates that staff rates will be negotiated and identified in a separate Cost Worksheet. The technical support will cover complex systems including Central Square Technologies' CAD System, which is used across multiple state departments and integrates with various external systems like emergency services, vehicle location, and criminal justice networks.

This Statement of Work (SOW) describes the services the contractors shall provide, including but not limited to support to the CHP Computer Aided Dispatch (CAD), Mobile Digital Computer (MDC) system, and 9-1-1 / Next Generation 9-1-1 (NG9-1-1) environments. The duties of the Contractors shall include, but are not limited to, the following:

A. Provide support, applying industry best practices, for the CHP CAD, MDC, 9-1-1 / NG9- 1-1, and any dispatch related systems. Support includes, but is not limited to, complete system configurations; support for production, test, and train environments; system testing and training; and setup and deployment of hardware.

B. Perform all tasks required for SQL database management.

C. Perform all tasks required to administer a Citrix Environment and related servers and software.

D. Perform specific tasks required for the Geographic Information Systems (GIS) infrastructure in support of CAD and NG9-1-1 readiness, implementation, and maintenance.

E. Perform tasks required for the implementation and maintenance of the audio logging systems.

F. Participate in workgroup sessions and meetings, working with the Department’s technical staff to support the dispatch environment.

G. Prepare system configuration guides and other related documents, as required for the Department’s 9-1-1 / NG9-1-1, CAD and MDC systems, and related dispatch environment projects.

H. Mentor and train Information Technology (IT) staff using industry standards to obtain necessary skills to support the full scope of the Inform CAD system and associated infrastructure.

I. Mentor and train IT staff using industry standards to obtain necessary skills to support existing and emerging 9-1-1, NG9-1-1, and GIS systems.

2. BACKGROUND

The Central Square Technologies (CST) CAD System is used at the Department’s 24 communications centers statewide, two CHP academies, the Department of Parks and Recreation (DPR), and the Department of Fish and Wildlife (DFW). The CAD System is comprised of a complex hub-based design that includes a premise-based end user environment for all communications centers as well as a mobile environment for all field personnel and is described in greater detail below. All communications centers and CHP Headquarters are interconnected to regional communications centers via the existing CHP wide-area network (WAN). The CHP’s 24 communications centers are implementing NG9-1-1 in collaboration with the California Governor’s Office of Emergency Services (Cal OES), including implementation and maintenance of GIS datasets required to support NG9-1-1. The CHP is also implementing

Statement of Work | RFO #048CP2404 | Page 4 of 18 a NICE Audio Logging System utilized by all 24 communications centers and headquarters personnel, including CAD integration and Central Data Repository.

Regional and Remote Communications Centers

Regional communications centers (known as “Hubs”) host CAD servers and data storage, CAD applications and databases and interfaces to external systems. The four regional communications centers are:

• Sacramento Headquarters Data Center

• Golden Gate Communications Center

• Los Angeles Communications Center

• Inland Communications Center

The CAD system switches are located at each regional communications center and connect the CAD system with the existing CHP network environments.

The regional communications centers Hubs host the CAD System and related services for that communications center and the remote communications centers assigned to that Hub. The table below shows the hosting relationship between the regional and remote communications centers. Users at the regional communications centers directly access all CAD functionality from the locally hosted system. Users at remote communications centers access CAD functionality across the CHP WAN through the Citrix Access Platform (Citrix).
