About this file
This is Addendum 1 Q&A documentation for RFP-021-26 Bus Advertising Services issued by the Maryland transit authority (RTA) for Lot 1. The solicitation seeks a qualified firm to provide exterior bus advertising services on the agency's transit fleet. The contract will commence October 1, 2026, and includes two one-year renewal options at RTA's discretion. Seven new Gillig buses will be added to the advertising inventory by end of 2026 and will automatically become part of the awarded contract. All paratransit vehicles labeled "TRANSIT VAN" are excluded from advertising availability. The successful contractor will have reasonable access to RTA's maintenance facility during normal operating hours for installation and removal of graphics. Electronic proposal submission via email is acceptable without hard-copy delivery, and RTA will confirm receipt of emailed proposals.
Pricing is evaluated on a combination of factors worth 55 of 100 points, including the guaranteed minimum annual amount offered, percentage revenue sharing, projected gross revenue, and projected income to RTA. Historical annual gross advertising revenue under the incumbent contractor Vector Media was $290,941.04 (FY23), $303,209.71 (FY24), and $286,077.80 (FY25). The successful contractor will assume existing advertising agreements beginning October 1, 2026. Approved advertising formats include full bus wraps, king-size and queen-size side advertisements, rear advertisements, partial wraps, and window perf graphics, all subject to RTA approval. Monthly operational and revenue reports must be submitted in Excel workbook format with minimum inclusion of gross and net revenue figures. Certificates of insurance are required only after Notice of Intent to Award, not with proposal submission. RTA reserves the right to award without negotiations or request best and final offers at its discretion, and offerors should submit any exceptions or proposed contract modifications in their initial proposal.

(a) net of standard agency/advertiser trade discounts or gross rate-card value;

21. Section VI.D notes that RTA may, at its discretion, conduct negotiations or request a best and final offer (BAFO) before award, but also reserves the right to award without negotiation. Given this:
(a) Should Offerors submit any exceptions or proposed modifications to the RFP's standard contract terms as part of the initial proposal, since negotiation is not guaranteed to occur?
(b) If a firm is not invited to a BAFO or negotiation round, does the initial proposal constitute the final, binding terms upon award?
a) Yes. Offerors should identify any exceptions or proposed changes to the RFP’s standard contract terms in their initial proposal.
b) Because RTA may award without negotiations or a BAFO, Offerors should not assume they will have a later opportunity to request changes. RTA is not obligated to accept or negotiate any proposed exception.
