About this file
This is Addendum No. 1 to RFP No. HR-23-352 issued by the City of Long Beach Department of Financial Management for Investigation Services. The addendum provides clarification on 21 questions and answers relevant to the RFP. Investigation services are being sought for City of Long Beach employees to supplement in-house capabilities and address investigation backlogs. The contract is anticipated to cover 25 to 100 combined assignments annually, with no investigations involving sworn law enforcement or fire personnel. Vendors are expected to disclose all travel costs in their submissions. Reports should be submitted in written format with flash drives attached, though the City is open to alternative delivery methods. Customer departments will have the option of selecting from awarded vendors based on need and quality of work. The target contract execution date is September 2024. Proposers must acknowledge receipt of this addendum by signing and submitting it with their proposal, or risk disqualification.
Hourly rates for previous contract terms ranged from $76.50 to $300.00 per hour, with two vendors awarded in the last contract period. However, there have been no active citywide contracts since 2019, and no assignments were issued in 2023. The number of contracts and vendors to be awarded from this RFP is currently unknown. Each selected vendor will initially receive a blanket purchase order that customer departments may use as needed, with no minimum or maximum assignment limits per vendor. Vendors are expected to provide biweekly updates at minimum to customer departments regarding investigation progress. No current vendor performs HR investigations for the City, and no special IT Department information is required at this stage. Investigators will be assigned by customer departments based on their selection from available vendors rather than predetermined criteria such as expertise or performance metrics.
