About this file

This is a Narrative Proposal Template for the City of Long Beach for disciplinary investigation services. The template requires proposers to submit a comprehensive narrative addressing organizational capacity and experience, method of approach, and communications and reporting capabilities. Proposers must provide detailed information about their organization type, incorporation status, qualifications for providing investigative services, length of time in the business, staffing plans with employee names, titles, and time allocations, and three professional references with project descriptions and contact information. The template also requests information about any subcontractors to be used, including their qualifications, registration status with the California Department of Industrial Relations, and specific RFP requirements they will perform.

The method of approach section requires proposers to outline their plan of action for providing investigative services, present a detailed workplan with timelines and key milestones, demonstrate depth of experience in conducting thorough and equitable disciplinary investigations, describe experience with non-legal investigations and public sector legality considerations, and specify what resources and support are needed from the City for successful contract implementation. Additionally, proposers must detail their reporting systems and processes for communicating investigation status updates to the Department of Human Resources and customer departments, explain how final reports will be presented, describe coordination procedures with City departments, and provide a plan for notifying the City of subcontractor payments if applicable. The template is available as an editable document on Long Beach Buys for proposer submission.
