About this file
This Addendum No. 1, issued by the City of Thomasville, Georgia on October 23, 2025, modifies the proposal, contract, bond, and specifications for the 2025 Cassidy Park Improvements project. The project encompasses multiple improvements including monument construction, water and sanitary sewer service lines, a shelter with slab installation, restroom base installation, electrical conduit work, tee pad construction for golf, a pedestrian bridge footer, limestone aggregate walking loop paths, and landscape metal edging. The anticipated project start date is January 2026 with a completion date of April 2026, allowing 120 calendar days for substantial completion from the project commencement date. Bids are due by 10:00 P.M. local time on November 4, 2025. Bidders must acknowledge receipt of this addendum by inserting its number in their proposal to avoid disqualification. The addendum also specifies plan sheet modifications and provides clarification on design details including shallow foundation specifications, concrete slab thicknesses and reinforcement requirements, and typical section specifications for sidewalks and trails.
The estimated total project cost is $750,000.00. Liquidated damages are assessed at $500.00 per day for delays beyond the 120-calendar-day completion window. The project contains no union labor requirements. Key clarifications address the allocation of contractor versus third-party responsibilities: the contractor is responsible for water main installation, sanitary sewer service line installation, tee pad construction, and bridge footer work, while the City or others will provide the shelter structure, prefabricated restroom, electrical meters, golf baskets, and bridge installation. The addendum addresses technical concerns regarding foundation construction on undisturbed soil versus compacted fill, provides specifications for concrete reinforcement and termite pretreatment, and confirms consideration of alternative designs such as floating docks as substitutes for fixed structures. Acknowledgment of receipt should be directed to the City Engineer's Office via email, phone, or fax.

PROPOSAL; FAILURE TO DO SO MAY SUBJECT BONA FIDE BIDDER TO DISQUALIFICATION.
THIS ADDENDUM FORMS A PART OF THE CONTRACT DOCUMENTS; IT MODIFIES THEM AS
FOLLOWS:
RFI Question:
1. If we build the monument the way the architects have drawn it, we believe it’s going to sink. Each wall should be built off the original subgrade—not off compacted fill, as shown in the plans. They label it as “compacted subgrade,” but no matter how well we compact, we don’t think it’ll hold. We feel a lot better if we go off undisturbed soil. What would you best recommend? Please see sheet 40- 01 Details Addendum 1

3. Is an estimated budget or cost range available? The estimated total cost of the project is $ 750,000.00
4. Is there an anticipated start and completion date for when this work should begin and end? The

5. What is the size of the proposed Water Service line shown on plan sheet 13-01? The proposed water service is a 2” water main.
6. Will the bid date be pushed once final addendums are sent out? No, not at this time.

The Contractor will be responsible for the installation of the sanitary sewer service line.
8. Is the proposed Shelter shown on plan sheet 13-04 the responsibility of the awarded General
Contractor or by Others? The shelter will be provided by others, only the slab will be the responsibility of the contractor.
9. Who is responsible for the proposed Restroom shown on plan sheet 13-01 and where is this cost placed on the bid schedule? The Restroom will be the responsibility of others, only the GAB base installation will be the responsibility of the contractor.

No plants will be planted in this area only mulch for the frisbee Golf basket.
15. Are there any details for the landscape metal edging shown on plan page 13-11? These are included in the addendum.
16. Are there any liquidated damages for the project? The liquidated damages are $500.00 a day.
17. How many calendar days are allowed for substantial completion? The Project shall be completed no later than 120 days of the Project Commencement Date.
18. Can we request an extension on the delivery for the Bridge or is 120 days all you can do? The Bridge will be responsibility of others.

20. Is the bridge Steel or aluminum? The Bridge will be responsibility of others.
21. Does the bridge have Wooden decking? The Bridge will be responsibility of others
22. I see a “subcontractor” non-collusion affidavit, but not a prime contractor non-collusion affidavit in the bid documents. See Section 00650 Contractor’s Affidavit.
23. Do we need to include any engineering costs in our bid? No need for an Engineer.
24. On 40-02, we have a deep foundation detail and a shallow foundation detail. Do we know which will be required? Shallow Foundation Detail for a 8’ x 20’ see detail located on 40-02.
25. I don’t see that we have a typical sidewalk detail? Typical Section located on sheet 05-01.
26. But on page 40-03, we have a ramp and stair detail. Would the welded wire and sand base shown
(and vapor barrier) in those details be applicable to all sidewalks? No, the application is only for steps and ramp.
27. On the foundation & slab for the CXT shelter, we don’t have a design for that. We have a detail with some basic information on 40-02, but don’t know much more other than 64 SY. 40-02 says combination of rock base and “reinforced slab” shall be 12” thick. Todd has a note on 13-10 that design is by others. So I’m just curious how that should be handled for bidding purposes. We are to include 64 SF of concrete, but how thick, how is it reinforced, etc.? The proposed restroom slab will be constructed of 8” of GAB, the restroom will be prefabricated with its own slab. The Slab for the shelter will be 6” concrete with fiber reinforcement.
28. Do we need to include termite pretreat under the slab for the CXT shelter? Yes.
29. It looks like we are missing exhibit 1 and exhibit 2 in specifications. The American rescue plan and wage rates? Please see updated link for plans and Specifications.
30. It looks like this project is for a fixed aluminum dock with gray composite decking. Would you be willing to consider a Floating alternative? Yes, we would consider a floating alternative.
