About this file

This Addendum 1 document pertains to the City of Havelock, North Carolina's 2026 Parking Lot Installation and Improvements project at 1 Recreation Drive. The addendum addresses nine questions received from prospective bidders regarding project specifications and design requirements. Key clarifications include: no site fencing is required; one-way travel lanes are specified at approximately 25 feet wide; standard parking stall dimensions are 9x18 feet; Area 1A will include marked asphalt spaces while Area 1B will consist of stone-only parking without marked spaces; the project includes three handicapped stalls and one van-accessible stall with locations shown on an attached map; and wheel stops will only be replaced on resurfaced areas of the main lot, with no new wheel stops added to new lots. The addendum was issued August 6, 2026, in advance of the August 28, 2026 bid submission deadline and the August 13, 2026 written question deadline. A conceptual layout map is referenced and attached showing parking stall configurations and accessible stall locations for both areas.

This addendum clarifies design and construction specifications that directly impact contractor bidding and project execution for the three line items: new asphalt paving of approximately 3,754 square yards in Areas 1A and east expansion, an alternate stone-only option of approximately 4,176 square yards for Area 1B, and resurfacing of the existing lot at approximately 4,120 square yards. The responses ensure all bidders have consistent technical parameters for developing itemized proposals with quantity, unit price, and total amounts. The project requires a general contractor's license for contracts exceeding $30,000, with a 60 calendar day performance period from Notice to Proceed and a one-year warranty on materials and workmanship. Liquidated damages are set at $300 per day for delays beyond the 60-day completion window, and bids remain valid for 75 days after opening.
